Installation of a concrete pad to support a 225,000-gallon tank at the former Delta Mills Site, including required soil improvement. SCOPE OF WORK Project Description: Marlboro County Government is issuing this Request for Bids (RFB) soliciting bids from qualified firms to install a concrete pad to support a 225,000 gallon tank at the former Delta Mills site. The concrete pad will be required to follow specifications as designed and prepared by Pittsburg Tank & Tower Co. The ringwall inner diameter is 34' 0" and the ringwall outer diameter is 36'0". A report of geotechnical exploration has been prepared by S&ME Inc, and is documented in the "Report of Geotechnical Exploration, 500,000-Gallon Elevated Tank, Wallace, South Carolina" (S&ME Project No. 24390104, dated August 23, 2024) (the "Geotechnical Report"). The tank size referenced in the Geotechnical Report is available to bidders on the Marlboro County website and should be reviewed in full prior to bidding. The Geotechnical Report identifies very loose sandy fill and loose Coastal Plain soils near the surface that are not suitable for direct shallow foundation support without ground improvement and recommends compacted (rammed ) aggregate piers as a feasible ground improvement method to achieve the required bearing capacity and settlement performance for a shallow ring wall foundation. There will be no building permit fee for this project. The property location is under the County jurisdiction. The County does not have a business license ordinance. Wallace Water provides water service to the project location. Eagle Fire will be installing the water tank on the pad. Existing electrical service is with Duke Progress Energy for this location. The work as performed by the selected contractor will be subject to inspection for compliance with foundation plans and SM &E geotechnical report. The County contracts with SafeBuilt for inspection services.
