Demolition and site work for a transportation facility in Bangor, Maine. Completed plans call for the demolition of a transportation facility; and for site work for a transportation facility.

The project includes the following scope of work: (1) Site building demolition, including removal and disposal of demolition debris impacted with hazardous building materials such as asbestos containing materials (ACMs), polychlorinated biphenyls (PCBs), lead, universal and other regulated waste, and mold; (2) removal and disposal of abandoned fuel lines formerly used to supply heating oil to the building; (3) removal and disposal of potential additional demolition debris impacted with hazardous building materials as described above; (4) removal and off-Site disposal of standing water found in sub-basement boiler room; and (5) excavation and disposal of petroleum-impacted soil surrounding the abandoned fuel line. QUESTIONS DUE: Friday, September 5, 2025 at 4:30 PM EST Questions submitted to the bids@bangormaine.gov email. Federal Bidding Requirements: The project is being funded through a U.S. Environmental Protection Agency (EPA) Cooperative Agreement with the Environmental Protection Agency (BF-00A00534). Therefore, all work is subject to Federal contracting requirements including compliance with the Davis Bacon Act. The Federal contracting requirements are outlined in Section 00900 and the applicable Davis Bacon wage determination is included in Attachment 00900A. Submission of certified payrolls is a requirement for payment by the Owner or Environmental Professional. Performance Bond: The successful bidder shall deliver, within fifteen (15) days after the notice of award was given to the Owner, an executed Performance Bond equal to 100% of the total bid price as security for the faithful performance of all work in accordance with the terms of the Contract. The bond shall be on the prescribed forms and shall be furnished by a surety company or companies listed on the current Circular 570 of the U.S. Treasury Department, which company or companies shall also have a record of service satisfactory to the Owner, shall be authorized to do business in the State of Maine, and shall be independent of the contractor. If the successful bidder fails to deliver their bonds properly executed and their contract duly signed, in consideration of such failure, the proposal and acceptance, at the option of the Owner may become null and void fifteen (15) days after notice of award was given. The Contract is planned to be awarded by the Owner to the lowest responsive bidder. However, the Owner reserves the right to accept or reject any or all Bids if determined to be in the best interests of the Owner
