An organized site visit has been scheduled for- 13 November 2025 at 10a.m. Eastern If weather does not permit the site visit on 13 November it will be rescheduled for 14 November 2025 at 11a.m. Eastern Participants will meet at- Harbormaster Office 3 Town Pier Bar Harbor, ME 04609 Attendees must RSVP to the Contract Specialist, Kayla Gonsalves, via email no later than 12p.m. Eastern on Wednesday, November 12th. Please provide the following information to the contract specislist at Kayla.Gonsalves@USACE.army.mil 1. Name of Company 2. Number of participants for the Site Visit 3. Email addresses of participating individuals 4. Cell phone numbers of participants (to be used only for last minute cancellations or information sharing, if needed.) Note: The breakwater will be viewed by boat, any person who plans to ride on the boat is required to wear a personal flotation d The project involves repairing two large portions and several small areas of the Bar Harbor Breakwater, a rubble mound structure extending approximately 2,500 linear feet southwest from Bald Porcupine Island, originally constructed between 1889 and 1916. Repair Area 1 is approximately 800 feet long and requires about 8,800 tons of 6-10 ton armor stone. Repair Area 2, an optional item, is approximately 850 feet long and requires about 5,900 tons of similar stone. Minor repair areas will need 2-3 new armor stones each. All repairs will be constructed with 1.5H:1V side slopes. Work includes mobilization and demobilization, furnishing and delivering stones, removal, rehandling, and resetting of existing stones, and placement of armor stone to tie into the existing structure. Significant rehandling of existing stones is required to meet interlocking placement and construction tolerances. Construction access and stone delivery will be exclusively by water, with no land access or work permitted from the crest of the breakwater. No spudding or anchoring into the existing structure is allowed. Environmental coordination and permitting have been completed. Low tide depths are approximately 10 feet at Repair Area 1 and 50 feet at Repair Area 2, with an average tidal range of 11 feet. The area is subject to wave action. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The estimated construction cost is expected to range from $10,000,000 to $25,000,000. Additional questions may be emailed to the Contract Specialist at Kayla.Gonsalves@usace.army.mil. There are two (2) repairs areas plus multiple small minor repair areas. Repair Area 1 is approximately 800 feet long and Repair Area 2 is approximately 850 feet long. Repair Area 2 and the minor repair zones are optional items. Anticipated stone required for Repair Area 1 includes approximately 8,800 tons of 6-10 ton armor stone and for Repair Area 2, includes approximately 5,900 tons of 6-10 ton armor stone. The minor repair areas are isolated locations of damage that are estimated to need 2-3 new armor stones to restore the structure. The repair areas will be constructed with 1.5H:1V side slopes. Bar Harbor is located in northeastern Maine, at the northeastern side of Mount Desert Isle. 1.1.2 Project Background The Breakwater at Bar Harbor lies adjacent to Bald Porcupine Island, to the Southeast of Bar Harbor. The breakwater is approximately 2,500 feet in length with a height of 11.0 feet above mean lower low water (MLLW), and an original crest width of 20 feet was intended. Initial construction occurred between 1889 and 1916 and targeted side slopes of 1H:1V. A crest width of approximately 10 feet was achieved.
