**As of August 13, 2019, the project was awarded to Eaton Paving for $69.90 per ton.** **Bid amounts Eaton Paving: $69.90 per ton, Vaughn D. Thibodeau II Inc: $72 per ton, Wellmans Paving: $72.57 per ton** The Town of Bucksport is accepting bids from interested contractors for its pavement needs during the 2019 construction season. All bids must be submitted in accordance to the bid and contract specifications entitled "General Specifications Pavement Bid". The Town of Bucksport reserves the right to accept or reject any or all bids or to waive any bid formality when determined to be in the best interest of the Town. Bids shall be sealed in an envelope marked on the outside: "2019 Pavement Bid". All bids shall be submitted on the attached bid form. The work shall consist of resurfacing existing paved roads, streets, sidewalks and parking lots; paving driveways and aprons in conjunction with new road and street reconstruction projects. All bid prices shall include furnishing all plant labor, equipment, materials, transportation, pavement, quality assurance and traffic control. All resurfacing shall include a tack coat. Weight slips shall be provided to the Public Works Director for each load delivered to the project sites. The contractor shall take and maintain during the life of the contract Workmen's Compensation Insurance in accordance with the laws of the State of Maine. A Certificate of Insurance shall be provided to the Town of Bucksport at the time of contract signing. The contractor shall take and maintain during the life of the contract such General Liability Insurance and Property Damage Insurance that shall protect the Town of Bucksport and contractor from claims for damage for personal, bodily and property damage in an amount not less than $500,000. A Certificate of Insurance shall be provided at the time of contract signing listing the Town of Bucksport as a co-insured. The work shall be executed in the best and most workmanlike manner by qualified, careful and efficient tradesmen and to the satisfaction of the Town of Bucksport's Public Works Director. The contractor shall at all times conform to safety regulations in accordance with the laws of the State of Maine. Division 400 of the latest edition of the Maine Department of Transportation Specifications shall apply to the work covered by the bid proposal. Division 400, Sections 702 and 703 of the latest edition of the Maine Department of Transportation Specifications shall apply to the work covered by this proposal. Division 600, Section 609 of the latest edition of the Maine Department of Transportation Specifications shall apply to the work covered by this proposal. Quantities listed on the bid form are provided solely for the purpose of this Request for Bids and are estimates only. The Town of Bucksport reserves the right to purchase more or less than the quantities listed on the Bid Form. The bid will be awarded on the basis of the total cost for all pavement types using the estimated quantities. An adjustment to the unit prices will be allowed due to changes to the cost of asphalt during the construction season. Any adjustment to unit cost will be based on changes to the Eastern Coast Barge Price. The Town will be notified of any changes in unit prices prior to the commencement of work. Verification of asphalt prices will be provided to the town at the time of any adjustment. Work will be mutually scheduled so that it is convenient for the Town and contractor. Work can commence anytime after the contract is signed if agreed upon by both the Town and the contractor and all work shall be completed by October 1, 2019. The town reserves the right to terminate any and all work should the contractor fail to meet work schedules that will result in additional cost to the town or if the work cannot be reasonably completed in time for the winter season. The Town's decision will be final. Payment will be made upon submittal of an invoice to the Town by the contractor upon completion of work and approval of the work by the Public Works Director. All new curbs shall be tacked prior to being formed. All reclaim work shall be completed in accordance to the latest MDOT specifications. The Town will be responsible for all grading and compaction. The contractor will be responsible for traffic control when reclaiming along a public way. Proposed pavement projects will be paved with a paving machine except for sidewalks and driveway aprons. All sidewalk and driveway apron pavement shall be considered hand placed and included in Item 5 of the Bid Form.
