Renovation of a military facility in Franklin, Maine. Completed plans call for the renovation of a military facility.

Sol ID : 1230524Q0190, 12305B24Q0190 The primary objective of this project is to install chillers within the Recirculating Aquaculture Systems (RAS) infrastructure of the government-operated salmon aquaculture facility, NCWMAC. The new chillers to be installed have been purchased by NCWMAC and have not been used. The old chillers that are no longer operational must be removed and disposed of following all state and federal guidelines. The implementation of chillers is imperative to uphold precise temperature control standards necessary for ensuring optimal environmental conditions calculated to increase safety, health, and welfare of the Atlantic Salmon. By maintaining precise temperature parameters within the RAS systems, the proposed chiller installations will mitigate functions and bolster overall success of the salmon population, thereby safeguarding the sustainability and productivity of the Atlantic Salmon Breeding Program in alignment with our governmental directives and regulatory framework. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement to: Remove chillers and install government provided chillers. Solicitation 12305B25R0010 is issued as a Request for Proposals (RFP). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 and 36 and will be incorporated in the awarded firm-fixed price contract. Interested vendors should reference the solicitation documents for all terms and conditions. All interested parties are responsible for monitoring this website to ensure they have the most current information (i.e. Amendments) for the solicitation. No paper solicitation will be available. This will be evaluated using Best Value/Tradeoff, see solicitation for evaluation factors and submission requirements, sections L and M. Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside. Bonds: If the contract exceeds $35,000, the offeror to whom award is made shall furnish a payment security, which can be a payment bond or an alternative form per FAR 52.228-13, Alternative Payment Protections. Awards exceeding $150,000 require both Payment and Performance Bonds. Site Visit: An organized site visit will be conducted on March 13, 2025, at 9:00 AM ET. The site visit will be held at the project location. In order to attend a site visit, you MUST register prior to the registration deadline of March 12th at 5:00PM PT. Please email elizabeth.wilson2@usda.gov with the company name and name(s) of the person visiting the site. See solicitation for details. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site which may be helpful in the preparation of offers. Attendance at this site visit is not mandatory for offer submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions and specifications contained and/or referenced in this document. Questions must be submitted no later than 9:00 AM PT on March 18, 2025. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. Proposals are due March 28th at 2:00PM PT. You MUST submit the SF 1442 and submit Proposal and Past Performance Info to be considered responsive. MAGNITUDE OF CONSTRUCTION: Between $25,000 and $100,000. PERIOD OF PERFORMANCE: 60 calendar days from receipt of Notice to Proceed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
