Site work and paving for a civil project in Gorham, Maine. Completed plans call for site work for a bridge / tunnel; road / highway; and for paving for a road / highway.

The work includes: Replacement of 3 existing deteriorating culverts with a 17 Span X 7.5 Rise X 68 Length Precast Concrete Box Culvert with a simulated streambed material in order to allow for sufficient fish passage through this crossing. The installation of this culvert will include; excavation, installation of culvert and related backfill, gravels, base and surface pavements. The Town will award the bid to the responsible and responsive bidder who demonstrates the ability to provide the services outlined in this Invitation to Bid and who submits a bid that responds to the various criteria set forth herein, in the best interests and value of the Town. In determining the most advantageous bid, the Town reserves the right to consider the bidder's references, experience of the bidder generally, and past and present experience of the Town with the bidder, in addition to price. The contract shall make note of the schedule requirements presented in the contract documents. The Town would like to begin construction of the project in 2025 with completion of the work in its entirety by October 18, 2025. All questions are to be submitted to Engineer in writing. A completed Bid Form, Bid Security, Experience and Qualifications Statement with verification of bonding capacity and other attachments identified in the instructions must be submitted with the Bid. A bid must be accompanied by the Bid security made payable to Owner in an amount of 5% of Bidder's maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner. Within five days after the receipt of bids, the apparent low responsive bidder shall deliver to the Engineer and Owner for review and acceptance the listing of subcontractors, suppliers or entities for the work listed in Supplementary Condition SC-7.06. The successful bidder must furnish within 10 calendar days after the Notice of Award the required number of copies of the signed Agreement, 100% Performance Bond, 100% Payment Bond, Insurance Policy Combining bonds of subcontractors is not acceptable. The Town reserves the right to waive any formalities, to reject any or all bids, to accept a bid or section(s) of a bid and to negotiate a revised scope of services and/or fees should it be deemed in the best interest of the Town to do so. The Town reserves the right to reject any or all bids, to evaluate bids, to waive any formality or technicality in the submissions, to negotiate with any bidder, and to accept any bid or section(s) of a bid deemed to be in the best interests of the Town. PROJECT INFORMATION Sebago Technics reviewed the scope and location of the project with the following project related details: • Project scope includes the replacement of three existing culverts with a new 17-foot span by 7.5- foot rise by 68-foot-long Precast Concrete Box Culvert at the Nason Brook crossing of Hurricane Road. • Project is being funded in part by a grant that the Town has received. Culvert will be embedded and have simulated streambed material to allow for aquatic passage. • In stream work must be done between July 15 th and September 30 th with the overall project construction completed by October 18, 2025. • A Traffic Control Plan to be approved by the Town and Sebago Technics will be required to restrict traffic through the construction work zone. Detour signs will be required. • The Town intends to utilize its paving contractor to complete the pavement placement for this project. • It should be noted that the award of the project is subject Town of Gorham funding limits. • There were no questions asked by the attendees at the pre-bid meeting. • A Pre-Bid Meeting Sign-In Sheet has been attached to this addendum document.
