Site work and paving for a civil project in Greenwood, Maine. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.
The project involves the removal of the existing concrete bridge and the installation of a precast concrete box culvert and retaining wall system (supplied by the Town), gravel base and subbase, hot mix asphalt paving, steel beam guardrails and other related incidental items on Irish Neighborhood Road in Greenwood. The successful bidder must furnish the following: 1. Certificate of Insurance (in accordance with Section 3, Article 26) 2. 100% Construction Performance Bond 3. 100% Construction Payment Bond A bid security in the amount of 5% of the total bid in the form of a Bid Bond or certified check, made out to the Town of Greenwood The work can begin on or after July 15, 2025. In-water work for the installation of the concrete box culvert must be completed by September 30, 2025. The work shall be completed by October 17, 2025. Liquidated damages in the amount of $250 per day are contained in the Contract. The Town of Greenwood will have thirty (30) calendar days within which to accept or reject any bid. The Town of Greenwood reserves the right to adjust the quantities contained in the Bid Form as needed in order to stay within the project budget. The Town of Greenwood reserves the right to reject any and all bids, to waive any technical or legal deficiencies, and to accept any bid which is deemed to be in the best interest of the Town of Greenwood, not necessarily the lowest bid. A. Work under this contract: 1. Work under this Contract includes all work required for the Irish Neighborhood Road Stream Crossing Replacement project in Greenwood, Maine. The Town will supply the box culvert and retaining wall system. In general, the work includes the removal of the existing concrete bridge and the installation of a precast concrete box culvert with retaining walls, gravel base and subbase courses, hot mix asphalt paving, riprap slope protection, and steel beam guardrails. The Contractor shall supply all other material, labor and equipment required to complete all work required by the Specifications to affect a complete job. 2. All work shall be in compliance with the Department of Environmental Protection and U.S. Army Corps of Engineers permit requirements contained in Appendix A and B (Note: In-water work shall be completed between July 15 and September 30, 2025) B. Specific items of work are included, but are not limited to: 1. Traffic control, including construction of a temporary one lane roadway as detailed on the plans. The Town will have the trees cleared in advance. 2. Provide construction signage, including a variable message board to notify the public of work activities. 3. Implement erosion and sedimentation control measures. 4. Removal of the temporary bridge and transport and unload it at the Bancroft Contracting Corporation facility on Route 26 in South Paris. 5. By-pass pumping and cofferdams to maintain stream flow during the box culvert installations. 6. Common excavation and removal of the existing concrete bridge. 7. Install a precast concrete box culvert (20' Span x 9' Rise x 55 LF) at the stream crossing location on Irish Neighborhood Road. The box culvert will be supplied by the Town. The heaviest precast section of the concrete box culvert weighs approximately 21.2 tons. The box culvert is a "clam shell" design with separate top and bottom sections. The Contractor shall unload and install the box culvert segments at the job site, and coordinate these activities with the box culvert supplier (to be determined). 8. Install precast concrete segmental retaining wall blocks. The retaining wall blocks will be supplied by the Town. The Contractor shall coordinate delivery of the wall blocks with the supplier (to be determined). 9. Installing streambed substrate within the box culvert that ties into the existing stream banks beyond the culvert. 10. Gravel base and subbase. 11. Installing butt joints at the beginning and end of work. 12. 2" base course of hot mix asphalt pavement (19.0 mm), and 1 1/4 " surface course of hot mix asphalt pavement (9.5 mm). 13. Installing riprap slope protection. 14. Installing steel beam guardrails (post-mounted and driven posts). 15. Loam, seed, and mulch or riprap on all disturbed areas. Furnish all material, labor, and equipment to perform the common excavation required for the new road base and roadside grading. This work shall also include incidental clearing, tree removal, and stump removal required for the execution of the project. Furnish all labor, material, and equipment to install the precast concrete box culvert, and retaining wall. Furnish all labor, material and equipment to install hot mix asphalt pavement on the roadway and driveways as shown on the plans. MaineDOT asphalt escalation clauses shall apply to this contract. The Contractor shall furnish all labor, materials, and equipment necessary to provide and complete the riprap slope protection as shown on the plans. Furnish all labor, material, and equipment required to complete all finish site work of disturbed/excavated areas, including furnishing loam, finish grading, fertilizing, seeding, and mulching. Furnish all material and labor to install erosion and sedimentation control devices. The Contractor is responsible for erosion and sediment control, and shall install measures such as silt fence, hay bales, and temporary mulching in accordance with the "Maine Erosion and Sediment Control BMPs, Bureau of Land and Water Quality, Maine Department of Environmental Protection, October 2016.
