Notice ContentThe Town of Litchfield will accept bids to replace the existing underground fuel storage tank at the Litchfield Public WorksDepartment. Bid specifications are online at LitchfieldMaine.org, or at Town of Litchfield, 2400 Hallowell Rd, Litchfield, ME04350 Ph 268-4721/Fax 707-8485. Sealed bids are due by 12 Noon, April 28, 2025 to be opened at 7 pm. (a) Pre-mark area for Dig Safe, including areas where it is okay to dig. (b) Collaborate directly with the Town to prepare, submit, and have accepted a Notice of Intent for Tank Removal and a New Tank Registration, or their acceptable equivalents, to the Maine Department of Environmental Protection. (c) Prepare and provide to the Town, or other permitting agencies as necessary, an environmental site assessment report for the currently existing underground storage tank system. (d) Remove, clean, and dispose of the following existing site components: (i) One (1) 6,000 gallon underground storage tank; (ii) Product piping; (iii) Vent piping; and (iv) One (1) dispenser. Note: the Town is not requesting the Contractor to dispose of any liquid products. (e) Supply and install one (1) eight-foot (8') diameter 12,000 gallon split compartment (8,000 gallon/4,000 gallon) double walled fiberglass underground storage tank with brine interstice. The UST must include fiberglass tank risers. The UST compartments will be siphoned to provide 12,000 gallons of diesel storage. However, the split compartment must be designed to allow for the future conversion of one compartment to gasoline storage if needed. (f) Supply and install UST anchors and concrete deadmen. (g) Supply and install one (1) Wayne Reliance single product hose dispenser (pressure system) with the following design specifications: (i) 10:1 pulser; (ii) Light (iii) Stainless steel cabinet; and (iv) Hanging hardware (hoses, nozzles, swivels, breakaways, etc.) (h) Supply and install two (2) one and one-half inch (1.5") double poppet shear valves (future shear valve to be included). (i) Provide and install the following tank top accessories: (i) Two (2) 15-gallon double-walled overfill manholes; (ii) Two (2) EMCO Wheaton overfill drop tubes; (iii) Two (2) OPW fill adapters and caps; (iv) Two (2) probe caps and adapters; (v) One (1) interstitial cap; (vi) Two (2) twelve-inch (12") rounds (vents); (vii) Two (2) eighteen-inch (18") rounds (ATG & interstitial); and (viii) Two (2) forty-two-inch (42") rounds (STPs). (j) Provide and install 4,000 pound per square inch (PSI) concrete for the following: (i) One (1) 10-ft x 3-ft x 12" island (dispenser and fuel management console); (ii) One (1) 39-ft x 10-ft x 8" tank pad; (iii) One (1) 24-ft x 18-ft x 6" traffic pad; (iv) Two (2) 36-ft v 12" x 12" deadmen. Note: All surface concrete to be 4,000 pound mix with #4 rebar, 12" on center each way, light broom finish and tooled edges. k) Install new electrical conduits and pull new wires for the following petroleum components: (i) One (1) 100-amp sub panel; (ii) One (1) submersible; (iii) One (1) Veeder-Root TLS-4 Monitoring console; (iv) Two (2) ATGs; (v) One (1) interstitial sensor; (vi) Three (3) sump sensors; (vii) One (1) dispenser; (viii) One (1) fuel management console; (ix) One (1) LED light; and (x) Future conduit for future submersible. (l) Provide excavation, backfill, and compactio0n for new tank installation, petroleum conduits, and new piping/sumps (see exclusions contained herein). The bid price should assume that all excavated materials (soil and concrete) will be disposed of on site. (m) Provide a suitable crane to offload and set in the new UST. (n) Provide deliverables of all complete MDEP permits, warranty paperwork for the installed components, site photos, an as-built drawing for the constructed petroleum system, and installation checklists.
