The Town of North Haven is soliciting sealed proposals from qualified engineering firms to provide professional engineering design, permitting, and bid-phase services for wastewater system upgrades at the Town’s existing treatment facility. The purpose of this request is to select an engineering firm to complete final design and related services for a comprehensive facility upgrade to address aging infrastructure, regulatory compliance, and system resiliency. The selected firm shall provide all necessary professional services to deliver a shovel-ready design package suitable for construction funding applications. Services will include site evaluation and survey; final design and specifications for a 60,000-gallon sludge storage tank, open-top chlorine contact tank with baffles, and repair of sewer lines and manholes; integration of climate resiliency and coastal flood mitigation measures; permitting coordination; updated cost estimates and construction phasing recommendations; preparation of bid-ready plans and specifications; and attendance at up to two public meetings. Deliverables include complete plans, specifications, and cost estimates; a final engineering design report documenting design basis and compliance; and meeting materials in both printed and digital formats. Proposals must include firm qualifications, project understanding, key personnel (including a Maine-licensed Professional Engineer), schedule, fee proposal (lump sum), and at least three references for similar projects. Proposals will be evaluated based on relevant experience, understanding of island infrastructure challenges, technical approach, staff qualifications, schedule, and references. Submit one hard copy, sealed and labeled, and one electronic PDF copy. Compliance with federal and state requirements is mandatory, including active registration in SAM.gov, EEO and Civil Rights Act provisions, certification regarding Debarment and Suspension, lobbying restrictions, and record retention requirements.
