Through this partnership, UMaine intends to transfer the risk of designing, renovating, financing, operating, and maintaining the buildings to a private entity. This P3 structure would allow a private partner to take advantage of Federal and State Historic Tax Credits ("HTC") to significantly reduce the redevelopment cost of the Project.
