Site work and paving for a transportation facility in Owls Head, Maine. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.
To Include: "Reconstruct Southwest General Aviation Area Taxilanes(Approximately 1,500' X 25')" at the Knox County Regional Airport, Owls Head, Maine." The proposed work may include, but is not necessarily limited to: The reconstruction of aircraft taxilane pavement. All Requests for Information (RFI's) must be submitted no later than Friday, March 29th, 2024 at COB to the Engineer, using airport.bids@stantec.com email address. Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the Bid. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Maine. Bid security shall be made payable to the Knox County Regional Airport. Late bids, unsigned bids, facsimile bids, or bids submitted without security will not be considered. The successful bidder must furnish a 100 percent Performance Bond, and a 100 percent Labor and Materials Payment Bond, and begin execution of this contract within five (5) calendar days following the Notice to Proceed. Construction under this contract will be funded by Federal Grant under the Airport Improvement Program (AIP) and will be subject to all applicable requirements of the U.S. Department of Transportation / Federal Aviation Administration and the Maine Department of Transportation. Award of all contracts will be contingent upon receipt of Federal funding under the AIP. The following federal contract provisions are hereby included by reference in this solicitation: Buy American Preferences, Civil Rights - Title VI Assurances, Davis-Bacon Act, Debarment and Suspension, Lobbying Federal Employees, and Recovered Materials. The contractor must pay wages to employees in compliance with the minimum wages established by the latest U.S. Department of Labor Wage Determination CH 149, 26-27D, M.G.L for Knox County, Maine. The following federal contract provision solicitation clause are hereby included in this advertisement. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth herein. 2. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Timetables Goals for minority participation for each trade: 0.5% Goals for female participation in each trade: 6.9% These goals are applicable to all of the Contractor's construction work (whether or not it is Federal or federally assisted) performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the Contractor also is subject to the goals for both its federally involved and nonfederally involved construction. Title VI Solicitation Notice: The County of Knox, Maine, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
