Sealed bids are requested for the construction of the Windham School Conveyance Project Phases 1 & 2 at Route 302, River Road, and Windham Center Road, including any incidental work as shown in the plan sheets and as further described in Section 01 11 00. Bidders must comply with the project schedule outlined in the Agreement and are responsible for monitoring and incorporating all project addenda into their bids. Bids must be accompanied by security equal to 5% of the maximum bid price in the form of a certified check or bid bond. Upon contract execution, performance and payment bonds each equal to 100% of the contract price are required. The project is expected to be funded in whole or in part by the Maine Department of Environmental Protection Clean Water State Revolving Loan Fund program. Contractors must comply with all federal requirements contained in the CWSRF Supplementary Conditions, including Disadvantaged Business Enterprises requirements, American Iron and Steel, Build America Buy America Act, and Davis-Bacon Related Act. All laborers and mechanics must be paid at least the prevailing wage rates published in the bidding documents, and certified weekly payroll must be submitted using Elation Systems software as required by the Maine Department of Environmental Protection. The Portland Water District reserves the right to accept or reject any or all bids, to waive any informality, and to award work at its discretion.
