Site work, new construction and renovation of a mixed-use development in El Paso, Texas. Completed plans call for the construction of a theater / auditorium; for site work for a theater / auditorium; and for the renovation of a library.
Pursuant to Texas Government Code Chapter 2269, Subchapter F, the City of El Paso ("City") is issuing this Request for Proposals ("RFP") for a Construction Manager-at-Risk for the construction of The Mexican American Cultural Center,("MACC") in conjunction with the renovation of the Downtown Main Library ("Library"). The City is soliciting Proposals ("RFP") from firms ("Offerors") qualified and experienced in providing Construction Manager-at-Risk services to serve as the general contractor and to provide consultation to the City during the design and construction of the Project. The purpose of this RFP is to contract a highly qualified CMAR firm to work closely with the members of the project team, including the City, Capital Improvement Department, project manager, architects, engineers, and other consultants contracted directly by the City, to deliver a project that is within the budget, schedule, and quality constraints stipulated in the solicitation. The City of El Paso's intent is for the Project Management Consultant, Architect, and Construction ManagerAt- Risk to work in a collaborative manner to achieve the design and construction goals oftheMACC will include the reconfiguration of the Library, in a work envelope of approximately 1.9 Acres, which includes a gross building footprint of approximately 42,000 sf. The MACC will occupy two floors (approximately 21,000 square feet) of the west side of the current library and will require addition of minimal new building footprint at the Cleveland Square entrance, and creation of an occupiable roof terrace and a fully functional commercial kitchen. The library will occupy the four floors (60,000 square feet) of the Existing library building. The current library programs, most of which will be relocated primarily within the building, others reconfigured to accommodate relocations, are discrete spaces that will require design and construction services to ensure that they maintain their identity and functions and meet current code requirements. Mexican American Cultural Center & Library Renovation The collaboration of all parties is paramount for successfully achieving the desired schedule milestones. Offerors shall provide a CPM schedule illustrating the intended management of tasks and resources necessary to accomplish the work from the inception of the Preconstruction Phase to the conclusion of the Construction Phase. Offerors shall provide a narrative to summarize the logic and key milestones behind the schedule presented, along with a discussion of potential risks and challenges to the project. Estimated milestones for design review, project team coordination, necessary approvals and key construction activities are illustrated in the following tables below
