Construction of renovations, which may include minor alterations or substantial refurbishment of the existing building, or a replacement of the existing building at a new site (within the following areas: Angust St., W, Osler St. E, CP Rail North, and 13th Ave South). The Regina Public Library is seeking to pre-qualify professional facility developer teams to participate in the next stage of the Competitive Selection Process to engage a firm to successfully complete the development and partial finance (if/as required), design, construction, and maintenance ("Development") of the Shell (as defined in the RFQ) for the Regina Public Librarys Central Library Renewal Partnership (Project) in Regina, Saskatchewan The Owner wishes to contract the services of a qualified Developer to Design and Construct a 125,000 ft2 Shell, as well as major building systems and exterior elements. Note that the Interior Library Project is outside the scope of this RFQ and subsequent RFP. First-Stage RFQ Submission Deadline: November 5, 2025, 2:00 PM - The First-Stage RFQ process begins with issuance of this RFQ and ends with notification to Respondents on whether they have been determined to be Qualified or not. The First-Stage RFQ requires Respondents to submit critical information to determine the Respondent’s suitability for the Project. Following determination of which Respondents are Qualified, those deemed to be Qualified will proceed to the Second-Stage RFQ. Second-Stage RFQ Submission Deadline: December 5, 2025, 2:00 PM - The Second-Stage RFQ process begins following notification of Respondents being determined to be Qualified and ends with determination of which Qualified Respondents will be invited to participate in the RFP. The Second-Stage RFQ will require the Qualified Respondents to submit Project Vision information to be evaluated, scored and ranked. The Owner will issue an RFP to the top three (3) ranked Respondents with an Owner option to include the fourth ranked Respondent, from which the Preferred Proponent will be selected in accordance with the terms of the RFP.
