Site work and new construction of a mixed-use development in Bel Air, Maryland. Conceptual plans call for the construction of a playground / park / athletic field; and for site work for a playground / park / athletic field.

The project is included in the County's FY 2026 Captial Improvement Plan (CIP). As of 9/8/2025, further details have not yet been determined. This project proposes the construction of new active recreation facilities on the northern side of Heavenly Waters Park. These facilities will address needs for the Bel Air community and will include soccer/lacrosse fields and related amenities. Future projects will include a storage building, picnic pavilion, and small playground. Population growth will generate demand for additional recreation facilities. This project supports the goals and objectives of the 2022 Land Preservation, Parks and Recreation Plan and its Capital Improvement Program recommendations.
