Site work and new construction of a fitness / recreation center in Ingersoll, Ontario. Completed plans call for the construction of a 125,000-square-foot, two-story above grade fitness / recreation center; and for site work for a fitness / recreation center.

The Town of Ingersoll (Town) is undertaking the design and construction of a new Multi-Use Recreational Facility (Project) at 543946 Clarke Rd, Ingersoll ON and is seeking a qualified team to perform Progressive-Design-Builder work and provide planning, programing, design and construction services for the Project using an innovative, collaborative, and organized project delivery methodology as described in this RFP. Pursuant to this RFP, the Town is inviting experienced and qualified Proponents to submit Proposals to: (a) provide certain preliminary professional services related to the planning, costing, designing and constructing of the Project; and (b) potentially design and construct the Project. The Town is using a "Progressive Design-Build" delivery model for the Project. Under this structure, the Town seeks to enter into a preliminary services contract between the Town and the Successful Proponent. If this preliminary stage (the "Validation Phase" or "Phase 1") is successful, the Town then intends to enter into a subsequent stage (the "Design-Build Phase" or "Phase 2") whereby the Town and the Design-Builder would enter into a Design-Build contract to design and construct the Project using a CCDC 14 form Design-Build contract, modified to introduce a cost-plus payment structure up to a guaranteed maximum price. The Town believes that this structure will enhance the delivery process and mitigate the risks of the traditional delivery model. The Town wishes to encourage transparency and participation in the joint management of the Project, allowing Lean design and construction principles to inform the Project. The total design-build budget for all phases (Phase 1 Validation and Phase 2 Construction) of the Project is $38,000,000, including project contingency and cash allowances. Project Schedule: Phase 1 Start: Q1 2025 Phase 1 Complete: Q3 2025 Phase 2 modified CCDC 14 Contract Award: Q4 2025 Substantial Completion: Q1 2027 Total Completion: Q3 2027 Documents can be obtained https://ingersoll.bidsandtenders.ca Project leadership has been secured with Colliers Project Leaders managing the development, Dillon Consulting providing planning and engineering expertise, and Ball Construction selected as the Progressive Design Build Team. The facility is expected to open in Spring 2027 to meet strict funding timelines. Alternative financing options could potentially delay construction, with details to be publicly disclosed when available. TIMELINE: Site preparation is set to begin this year; original completion was targeted for spring 2027. Construction timeline may delay due to government funding was not approved.
