TIMELINE: Request for proposals for consulting services to conduct an environmental impact assessment study is closed. The Quebec-Lévis Tunnel Project Office is analyzing the various possible scenarios with regard to the route, the choice of the mode of public transportation and the work schedule. The owner has issued a notice to the construction industry on a Design-Build tender call. Information can be followed in the report under ID name: Notice to the Market - The Third Link Between The Cities of Quebec and Levis. Tender call for Design-Build services is anticipated in 2026: call for qualifications: mid-March, 2026; call for proposals: mid-2026. The signing of the contract and launch of the collaborative design phase is anticipated in early 2027. The scope of work and budget has not been finalized yet. Further update in late spring/summer, 2026. NOTES: Contract for consulting services to complete conceptual design and participate in the prequalification process has been awarded following request for proposals # 3602-21-ZX01. Consortium of consultants (SNC-Lavalin inc and Englobe) got awarded to complete an environmental assessment study. The owner has awarded a joint venture of engineering professional consulting firms (Englobe and SNC-Lavalin) to complete on request geo-technical surveys in land and marine environments following the request for proposals # 3601-19-QA01. Consultants with architectural expertise to provide their services during the preparation phases for the bridge part of the project have been awarded following request for proposals # 7121-16-ZZ03.
