Completed plans call for the construction of a 78,696-square-foot, two-story above grade educational facility; for the renovation of a 93,070-square-foot educational facility; and for the demolition of a educational facility.

As of May 14, 2019, construction is underway. The El Paso Independent School District proposes to construct a new addition with renovations to portions of existing Terrace Hills Middle School and demolition of the existing Collins Elementary School. Site work includes new parking, drives, associated utilities, courtyards and playgrounds at 4835 Blossom Ave, El Paso, TX 79924 (RFCSP No. 19-012) Project No. 17.617 Terrace Hills Middle School/Collins Elementary School consolidation to be rededicated as Bobby Joe Hill PK-8 and is requesting Competitive Sealed Proposals for a General Contractor for the work pursuant to Chapter 2269 of the Texas Government Code. Project estimated cost: $27,300,000.00 The successful proposers will be required to fully complete the Project within the time limit set forth in the Contract Documents, and liquidated damages shall be assessed for each calendar day in excess of that date required by the successful proposer to achieve Final Acceptance of the Work by the Owner. The El Paso Independent School District reserves the right to reject any and all proposals and to waive all technicalities.
