Invitation To Bid (ITB) seeking the service from an experienced, qualified, and licensed Contractor to perform upgrades to the Mourning Dove WTP solids treatment train and other related work consisting of: construction, demolition, and renovation. Contractor will also be responsible for maintaining plant flow and treatment processes in addition to removal and/or relocate equipment as indicated on the drawings. This project is funded with federal funds under the State Revolving Fund Loan program administered through FDEP, and requires the Contractor to comply with all the federal requirements contained herein including the FDEP supplementary conditions, American Steel and Iron Requirements, Davis-Bacon Act and MBE/WBE participation goals. Contractors interested in submitting a bid may obtain a complete bid package from the City's website or from ONVIA Demand Star, or may request the bid package from the Purchasing and Contracting Administration office by calling 321-567-3973 or by email at april.chapman@titusville.com. The bid package will be provided in electronic format as a pdf document upon request. Local preference does not apply in to this solicitation in accordance with Article V, Division 2, Section 2-179, paragraph 3 of the City's Code and pursuant to 44.C.F.R. 13.36(c)(2) due to possible federal grant usage. Any bid received without Bid Bond for 5% of the Bid Total Price, Public Entity Crime Form, Drug Free Workplace Form, Federal or other certifications contained herein, Proof of Insurance, may be considered incomplete and immediately disqualified. Any person or affiliate who has been placed on the convicted vendor list following conviction for a public entity crime may not submit a bid as proscribed by Section 287.133, F.S. Payment and Performance Bond in an amount equal to 100% of the contract amount will be required as well as a 10% Maintenance Bond for this project. The City reserves the right to make any changes to this bid, or to reject any and all, or parts of any and all bids, or to accept any bid or portion thereof deemed to be in the best interest of the City, or postpone or cancel, at any time, this bid, or to re-solicit this bid, or to waive any irregularities in this bid or in the offers received as a result to this bid. The City also reserves the right to request clarification or information from any bidder. The City is not liable for any expenses incurred by any firm as a result of being a respondent to this solicitation. The Project shall be fully complete (completed, inspected and ready for Final Payment) within four hundred twenty-five (425) consecutive calendar days from the commencement date stipulated in the official Notice to Proceed.
