Site work and new construction of a mixed-use development in Sacramento, California. Completed plans call for the construction of a 800,000-square-foot, 21-story above grade municipal facility; day care center; parking garage; restaurant; and retail development.

As of November 22, 2019 this project is currently under construction. Actual construction began on September 20, 2018 and completion will be August 2021. Sub-contractor bidding is ongoing for several trades, including civil, landscape, and tenant fit out packages. Interested sub-contractors should submit pricing only once bid packages are advertised. The Department of General Services (DGS), Real Estate Services Division, Project Management and Development Branch requests the submittal of qualifications from interested Design-Build Entities (DBE) to provide professional Architectural/Engineering and Construction services for the design and construction of the New Natural Resources Agency Headquarters Building Project (P Street Project). The Department of General Services will operate the new facility. In 2015, the entire DGS-controlled state-owned Sacramento office building portfolio was evaluated through facility condition assessments. The existing California Natural Resources Agency Headquarters building was ranked first for buildings with the highest need for replacement or renovation. The new Project relocates and consolidates the Natural Resources Agency departments from their existing Sacramento headquarters and additional leased space in downtown Sacramento, to a new facility located at on the state-owned block between P, O, 7th and 8th Streets in Sacramento (Block 204 of the Capitol Area Plan). A surface parking lot and the historic Heilbron House currently occupy the block. The new facility will involve the demolition of an existing surface parking lot and construction of a new office building, or multiple buildings, on Block 204 to accommodate approximately 800,000 gross square feet of office space. Of this amount, approximately 700,000 GSF will be office space with an expected building capacity of 3,000 to 3,500 employees. The building will include office, assembly, storage, building support, limited parking, and commercial food service space. The project scope also includes the disposition of the historic Heilbron House currently located on the project site (possible options for the Heilbron House include limited or full restoration, relocation of the structure to another site, or demolition). The project will include an exterior design that minimizes energy usage by maximizing natural light and heating and air conditioning hydronic systems served by the state Central Plant. The project will meet LEED Silver certification for new construction (at a minimum) and will target Zero Net Energy performance. The project will include a new childcare, retail, and an auditorium. Additionally, in accordance with the Art in Public Buildings Program (Gov. Code, 15813, et seq.), the State Architect has deemed the project appropriate for the inclusion of art, which will be incorporated into the Design-Build contract. The State is using the Design-Build method of project delivery for the design and construction of the Project. The State will use a two-step process to select the DBE for the Project: Step 1 - REQUEST FOR QUALIFICATIONS (RFQ) - pre-qualification of DBEs. Step 2 - REQUEST FOR PROPOSAL (RFP) - up to the three (3) most qualified DBEs will be invited to submit a proposal for the Project in response to the RFP. The State will request design proposals from the three (3) most qualified DBEs after successfully completing a pre-qualification process. Through the RFP, the successful DBE for the Project will be selected on a Best Value to the State basis. The State will establish a stipulated sum for the DBE, estimated to be between $480,000,000 and $490,000,000. The actual stipulated sum shall be defined in the future Request for Proposal, (RFP). Each responding DBE must include, at a minimum, an appropriately licensed general contractor; architect; mechanical, structural, electrical, and civil engineers; and a landscape architect, all appropriately licensed in California. The DBEs architect shall be required to complete the design and serve as the Architect of Record for the Project. In addition, the DBE may submit qualifications of other firms that bring special qualifications to their teams for items such as building envelope and interior modern work environment.
