A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: The Jefferson Parkway Public Highway Authority ("JPPHA") is pleased to present this Request for Qualifications ("RFQ") to prospective entities or groups of entities (the "Respondent(s)") interested in submitting Statements of Qualifications ("SOQs") to design, build, finance, operate and maintain the Jefferson Parkway (the "Project") through a long-term concession agreement (the "Project Agreement"). Jefferson Parkway is the last unbuilt segment of the metro Denver beltway. Jefferson Parkway is proposed to be a 9.2-mile long, four-lane limited access toll highway, extending from SH 128 on the north to SH 93 on the south. JPPHA will use a two-phase process to select a consortium or other entity ("Preferred Proposer") to deliver the Project: (a) First Phase: The first phase commenced with the issuance of this RFQ to solicit responses, in the form of SOQs, that JPPHA will evaluate to identify which Respondents are the most qualified to successfully deliver the Project. JPPHA will evaluate SOQs in accordance with the procedures and criteria described in this RFQ and will select Respondents to be involved in the second phase. JPPHA intends to short-list no more than three (3) Respondents ("Short-listed Proposer(s)"); and (b) Second Phase: The second phase will commence when JPPHA issues a Request for Proposals ("RFP") to Short-Listed Proposers, including instructions to proposers, technical requirements and the proposed Project Agreement. JPPHA will evaluate the proposals submitted in response to the RFP in accordance with the criteria set out in the RFP and will select a Preferred Proposer to deliver the Project. The Developer organized or formed by the Preferred Proposer will execute the Project Agreement, followed by financial close. Any official information regarding the Project will be disseminated in writing by JPPHA through an official email account or on agency letterhead. JPPHA shall be the sole point of contact for Respondents with respect to the Project, this RFQ and the RFP. Respondents shall correspond with JPPHA regarding such matters only through JPPHA's Contact Person, which initially shall be: William A.
