Said procurement shall include Solicitation Set #6 Water Treatment Plant and Pump Stations project number 358, 384, and 428 as described in the Bid Documents. Solicitation Set #6 - Raw Water Pump Station and Equipment Bid Packages includes but is not limited to all work, labor, equipment, personnel, and materials necessary to complete the requirements of the proposal documents including; Raw Water Pump Station and Equipment Bid Packages, for the Water Treatment Plant and Pump Stations Project, in accordance with the Bid Documents. Competitive sealed proposals (CSP) shall be addressed to Bret Crandall, Garney Companies, Inc. No bid may be changed, amended, or modified after the above time and date. A bid may, however, be withdrawn and resubmitted any time prior to the time set for receipt of bids. No mandatory pre-bid meeting will be required for Solicitation Set #6, however the CMAR team will require all companies to submit a signed Intent to Bid Document no later than at 5:00 p.m., prevailing time on September 13th, 2018. The Intent to Bid Document will be posted on August 30th, 2018. North Texas Municipal Water District, Freese and Nichols, Inc., and Garney Companies, Inc. (Contract Team) will receive and open all proposals in a manner which does not disclose the contents to the respondents or the public during the selection process. Bids will be turned in to the main reception desk at the North Texas Municipal Water District's Wylie, Texas office previously mentioned. The selection shall be made public after award of the agreement or not later than the fourteenth day after the date of the final selection of bids or proposals, whichever is later. In addition to the proposed costs, selection will be made based upon the entire proposal package. Additional Information can be found in the Section 00 21 13 Instructions to Bidders. The Contract Team reserves the right to make an award to other than the lowestpriced bidder per Texas Government code chapter 2269. Award is subject to the discretion and final approval of the North Texas Municipal Water District. All bids shall be valid for a period of 270-days from the date bids are open and no bid may be withdrawn until after the expiration date. Qualifications as stated in the instructions to bidders will be strictly enforced and any bidder not meeting these qualifications may be disqualified. This contract is contingent upon release of funds from the Texas Water Development Board. Any contract or contracts awarded under this Invitation for Bids is/are expected to be funded in part by a loan or grant from the Texas Water Development Board. Neither the state of Texas, nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract. A governmental entity may not award a governmental contract to a nonresident bidder unless the nonresident underbids the lowest bid submitted by a responsible resident bidder by an amount that is not less than the amount by which a resident bidder would be required to underbid the nonresident bidder to obtain a comparable contract in the state in which the nonresident's principal place of business is located. A non-resident bidder is a Contractor whose corporate offices or principal place of business is outside of the state of Texas (Source: Texas Government Code, Chapter 2252, Subchapter A, Nonresident Bidders, 2252.002). The bidder will complete form TWDB-0459, Vendor Compliance with Reciprocity on Non-Resident Bidders, which must be submitted with the bid. In evaluating Bids, Contract Team will consider the qualifications of the Bidders, whether or not the Bids comply with the prescribed requirements, and such alternates, unit prices, and other data, as may be requested in the Bid Form prior to the Notice of Award. Construction of the whole project began on June 6, 2018.
