The project involves all demolition and site construction in preparation for the subsequent Police Department Building(s) construction which will be performed under separate contract. The work to be performed under this Contract generally consists of all earthwork, including excavation and grading, all utility service installations, including sanitary sewer, water and gas construction, all electric and fiberoptic conduit installation, all storm sewer and drainage construction, including inlets, endwalls and piping, all detention basin construction, including gabion walls, all buffer and basin landscaping, approximately 1,750 linear feet of concrete curb, approximately 840 linear feet of variable width concrete sidewalk, approximately 550 linear feet of 5' wide bituminous walking path and approximately 3,900 square yards of bituminous driveway and parking area paving. All construction will occur on Township property and rights-of-way, and will involve restoration of all lawn and unimproved areas, and provisions for all necessary erosion and sedimentation control. In addition, the project includes as potential Alternate/Add-Ons to this Site Contract, the pad grading for the potential garage outbuilding and the approximate 440 linear foot gas service extension from the new Police Department Building to the existing Administration Building. All bids must include lump sum or unit prices to be considered for award by the Township at their option after review of the bid amounts. Bids must be accompanied by a certified check, bank draft or bid bond issued by a surety company licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total Bid Amount made payable to the Township. The bidders attention is called to the fact that the Pennsylvania Prevailing Wage Act and the Pennsylvania Public Works Employment Verification Act apply to this Contract, if the estimated cost of the project is in excess of $25,000. The successful bidder shall pay no less than the wage rates determined for the project area as set forth in the Contract Documents. The successful bidder must also ensure that employees, subcontractors and applicants for employment are (a) not discriminated against because of their race, color, religion, sex or national origin, or on any other basis on which discrimination is prohibited by any applicable federal, state or local laws and (b) legally authorized to work in the United States.
