The County of Franklin, Virginia is seeking proposals from qualified engineering firms to provide design, engineering, project management, construction administration, and other related services for construction of a multi-use trail at Westlake Towne Center. The selected firm will be responsible for all aspects of the project from start to completion. Although the full extent of architectural and engineering services will be defined through negotiations with the selected firm, considerable experience in designing and managing construction of a successful, functional and appropriate trail system utilizing Federal funding is preferred. The services sought include: 1. Design of approximately two (2) mile multi-use trail which will include the necessary pedestrian bridges associated with the project. The two (2) mile trail will have a connection with the internal Booker T. Washington National Monument trail system. 2. Participation in project status and coordination meetings with the County stakeholders and others as appropriate. 3. Organize and conduct required public meetings (hearings) as required for project. 4. Preparation of and submittal of all plans for review to VDOT utilizing Local Administered Projects Manual. County, and other agencies as needed to comply with all requirements of Federal funding. 5. Provide final construction document, prepare bidding documents, and recommend successful bidder. 6. Provide appropriate erosion/ sediment and stormwater management design as needed. 7. Coordinate with State and Federal agencies to identify and address all issues, documents, and permits needed from each agency for the project. 8. Coordinate any utility relocations with utility companies. 9. Prepare environmental permit applications as needed. 10. Geotechnical services as necessary. 11. Experience working with Federal and State VDOT grants from start to finish. 12. Preparation of as built survey of trail. 13.
