Site work and new construction of a mixed-use development in Sunol, California. Completed plans call for the construction of a museum; for site work for a museum; and municipal facility.

As of October 01, 2020, project is under construction. All sub opportunities have been let and awarded already. Construction started back in March 2020, but was temporarily halted due to the health crisis; it started again back in May 2020. The San Francisco Public Utilities Commission ("SFPUC") is issuing this Request for Qualifications ("RFQ") in search of Candidates who have the necessary qualifications, as set forth in this RFQ, to be pre-qualified as a Museum Exhibit Fabrication, Construction and Installation Subcontractor for inclusion in the forthcoming Contract No. WD-2794B Sunol Long Term Improvements ("SLTI") - Watershed Center project ("Project"). The purpose of this Project is to construct an Interpretive Museum Watershed Center ("Center") in the vicinity of the Sunol Water Temple. A Candidate is any entity responding to this RFQ. The Project consists of building a one-story museum building (approximately 11,000 square feet) that will include interpretive display exhibit areas, freshwater stream profile aquarium, history display alcoves, watershed discovery lab classroom, community room, restrooms, entry plaza and outdoor terraces, reception area, and administrative offices. The grounds of the Center feature an informal botanical garden of native plants, a large pond with recirculating stream, outdoor interpretive signage, seating and circulation areas, and access to the temple and picnic areas. The Center will seek U.S. Green Building Council ("USBG") Leadership in Building and Environmental Design ("LEED") Gold level certification. Whether a Candidate has such qualifications will be determined through the evaluation process described in Section V of this RFQ. Candidates chosen through this process ("Pre-Qualified Subcontractors") will be notified of their eligibility to be included in a Prime Contractor's bid. Only Pre-Qualified Subcontractors will be eligible to submit bid quotes to Prime Contractors for the category of work listed below. Candidates responding to this RFQ do so with the understanding that the SFPUC does not guarantee work as a result of pre-qualification. This Project is subject to compliance monitoring and enforcement of prevailing wage requirements by the California Department of Industrial Relations ("DIR") and the San Francisco Office of Labor Standards Enforcement. No contractor or subcontractor may be listed in a bid for a public works project and no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR per California Labor Code Section 1725.5 The objective of the project is to complete construction of ACWC and its surrounding appurtenances. The work is to be performed in Alameda, California. The Engineer's estimate is $23,000,000 - $25,000,000. The Contract will be awarded to the lowest responsible and responsive bidder. There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 11.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 11.00% LBE Subcontracting Participation Requirement. The prime and subcontractors need to have experience working on similar types of facilities which include construction of complex, multiuse facilities to help better ensure scheduling and high-quality work requirements are met. Contractors with experience in museum exhibit fabrication, aquarium fabrication, and furnishing/installing specially manufactured items is also required. Subcontracting opportunities may include, but not limited, to the following major types of work: earthwork, paving, trucking and hauling, pipeline construction, pipeline appurtenances, general and architectural concrete work, reinforcing steel, paving, electrical, carpentry, plumbing, waterproofing, exhibit fabrication, aquarium and floor covering. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement. In addition, the SFPUC seeks to promote diversity within its contracting opportunities. Thus, the SFPUC strongly encourages bids from bidders that optimize the use of S.F. Small and Micro-LBE certified subcontracting firms. The SFPUC also seeks to further optimize the use of contractor teams that reflect the diversity of the City and County of San Francisco. As such, the City recommends that bidders consider the composition of their teams in terms of gender, age, ethnicity, and race, and to utilize teams that include a diverse mix of staff at all organizational levels. A Class "B" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. In accordance with San Francisco Administrative Code ("Administrative Code") Chapter 6, no bid is accepted and no contract in excess of $600,000 is awarded by the City and County of San Francisco until such time as (a) the General Manager, San Francisco Public Utilities Commission recommends the contract for award and (b) the San Francisco Public Utilities Commission then adopts a resolution awarding the contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. Bidders are hereby advised that the Contractor to whom the Contract is awarded must be certified by the Contract Monitoring Division as being in compliance with the Equal Benefits Provisions of Chapter 12B of the City's Administrative Code within two weeks after notification of award by the SFPUC General Manager. the firm name, street address, city, state, zip code, email address, phone number, copy of contractor's license or business card, and a copy of a government-issued identification.
