The City encourages bidding by D/M/W/ESB's and will assist such firms to understand and participate in the formal bidding processes. Bidder must be certified as an EEO Affirmative Action Employer as prescribed by Chapter 5.33.076 of the Code of the City of Portland. On all construction projects the successful bidder shall be required to certify that he/she is in compliance with ORS 279C.800 to 279C.870 or the Davis Bacon Act, 40 USC 3141 to 3148 relative to prevailing wage rates. On projects where bidders are required to be prequalified, the bidder must be prequalified by Procurement Services in the stated category for an amount equal to the amount shown in the project description in this advertisement. Additional prequalification requirements may be described in the project specifications. A prequalification application must be filed with Procurement Services at least ten (10) calendar days prior to the last day for receipt of bids, unless stated otherwise in the bid documents. Prequalification Application due at least 10 days prior to bid due date. CONTRACT TIME A. All Work to be performed under this Contract shall be Substantially Completed within 300 days from the contract execution date. Within 15 days after contract execution, Contractor will notify Owner in writing of its intended start date. A Notice to Proceed will be issued for the intended start date and before any work begins. All work shall be Substantially Completed within 120 days from the Notice to Proceed date. The Program has an aspirational goal of twenty percent (20%) of Hard Construction Costs for D /M /W / ESB subcontractor utilization on projects subject to the Program within the Aspirational Goal, a further goal of 14% D/M/WBE utilization is desired. The City encourages Contractors to diversify their D/ M/ W / ESB subcontractor utilization from all available divisions of work
