The work generally consists of facilities related to the Santa Margarita Conjunctive Use Project, including groundwater treatment plant, modifications to the Gheen Reservoir site, and distribution system pipeline. The construction estimate for this project is $51 MILLION. It is anticipated that the Project will be funded in whole or in part by the following funding source in addition to District funds: Drinking Water State Revolving Fund (SRF) Bids must comply with all requirements associated with this funding source, including, but not limited to, DBE compliance and American Iron and Steel. In addition, the successful Bidder will be required to comply with all requirements associated with the SRF funding in carrying out the Project. Bids must be accompanied by cash, a certified or cashiers check, or a Bid Bond in favor of District in an amount not less than ten percent (10%) of the submitted Total Bid Price. The successful bidder must submit a Performance Bond equal to 100% of the contract price prior to execution of the Contract. Also, if a contract awarded to the successful bidder will exceed $25,000, a Payment Bond equal to 100% of the contract price must also be submitted to the District prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. Award of Contract: District shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid plus all alternates . District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract. Only the general contractors that have been pre-qualified by the District are eligible to bid on this Project. Any general contractor who has not been pre-qualified may not submit a bid. If a bid is submitted by a firm other than the prequalified contractors, the bid will be rejected immediately and returned without review.
