Renovation of a civil project in Glenwood City, Wisconsin. Completed plans call for the renovation of a water / sewer project.
**As of March 07, 2019 project is already awarded, however no exact amount but its pretty close to $ 1.86 million. would start in April and would be complete in November 29, 2019 The work, in general, will include the following schedule of work: 1) Site work including berm construction, gravel driveway improvements, and riprap installation 2) Site piping 3) Yard piping 4) Structure and equipment demolition 5) Aeration blower replacement 6) Replacement of lagoon aeration equipment 7) Multiple lift station electrical and instrumentation upgrades 8) Lift station pump upgrades 9) Miscellaneous valve and equipment replacement 10) Process instrumentation 11) Electrical power distribution 12) Bypass pumping to maintain operation 13) Sludge removal and land application 14) Site restoration The proposals shall be submitted on the forms furnished with the specifications. Each proposal shall be accompanied by a certified check payable to the owner equal to five percent (5%) of the proposal or a bid bond of a bonding company duly authorized to do business in the State of Wisconsin in an amount equal to five percent (5%) of the proposal. This proposal guarantee shall be subject to forfeiture as provided by law. The project is funded in part with a federal Community Development Block Grant and Clean Water Fund. Federal Davis-Bacon Act wage rates are applicable to this project per Federal Labor Provisions (4010). Attention of bidders is particularly called to the requirements as to condition of employment to be observed and minimum wage and fringe rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. We encourage MBEs, DBEs, and WBEs to submit bid proposals. The solicitation of subcontractors must evidence a good faith effort to obtain bids from MBEs, DBEs and WBEs, such efforts to be documented. The Contract shall also be subject to wage rates established by the Federal Davis-Bacon Act. Information explaining other prevailing wage rate laws that may apply to this work is included in the project specifications. The successful bidder will be required to conform to the wage requirements prescribed by the Federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the US Department of Labor (USDOL), for corresponding classes of laborers and mechanics employed on similar projects in the area." Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scale established by the USDOL. Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland "Anti-Kickback" Act, and the Contract Work Hours and Safety Standards Act (CWHSSA) will apply to all projects. Any contract or contracts awarded under this invitation for bids may be funded in part by the Wisconsin Department of Natural Resources Clean Water Fund Program. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. This procedure is subject to the grantee's policy regarding the increased use of minority and women's businesses. The grantee's policy requires all bidders to undertake specified affirmative efforts. At least 15 days prior to bid opening, the bidder needs to contact five MBEs and five WBEs to solicit bids. To comply with the requirements, the grantee requires documentation of all contacts on the contact forms included in the specification. The contact forms need to be submitted with the bid. We encourage MBEs and WBEs to submit bid proposals. All listed iron and steel products used in this project must be produced in the United States to comply with the use of American Iron and Streel requirements mandated for this project. Proposals shall not be withdrawn for a period of ninety days after the date of opening. The City of Glenwood City reserves the right to reject any or all of the proposals and to waive any informalities therein.
