Separate sealed Bids will be received for the following: Contract No. 4 - General Contract.The Work consists of constructing the following at the Watertown Water Pollution Control Plant, complete with all equipment and accessories, in accordance with the Bidding Documents heretofore prepared by GHD Consulting Services Inc. Construction of a new Gas Conditioning Building. Installation of a new gas conditioning system. Installation of a new waste gas burner and associated yard piping modifications. Installation of two new digester gas-driven engines and heat recovery systems in the ControlBuilding. HVAC improvements in the Control Building. Structural modifications on the mezzanine level of the Control Building. Rehabilitation of Raw Influent Pump Nos. 1 and 4. Replacement of Primary Digester No. 1 cover and repair of digester interior. Replacement of secondary digester cover, repair of digester interior, and insulation of digesterwalls. Installation of a new digester mixing system for Primary Digester No. 1 and secondary digester. Repainting the cover and associated pipes of Primary Digester No. 2. Roof replacement of Digester Control Building. Miscellaneous site improvements. All questions and requests for Bidding Documents shall be submitted in writing to the Purchasing Manager at the City of Watertown Purchasing, 245 Washington Street, Watertown, NY 13601, or at dmorrow@Watertown-ny.gov. The subject heading for all e-mails and faxes shall be: Watertown Water Pollution Control Plant Sludge Disposal Process Modifications, Phase 1B No response will be given to questions received less than seven days before the Bid opening date. Bidders shall review and acknowledge all Addenda on the Bid Form. A Bid must be accompanied by Bid security made payable to Owner in an amount of 5 percent of Bidder's maximum Bid price and in the form of a certified check, bank money order, or a Bid Bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of paragraphs 5.01 and 5.02 of the General Conditions. If, upon acceptance of a Bid, a Bidder fails to enter into a Contract with the City of Watertown, the bid security shall be forfeited to and become the property of the City. No Bidder may withdraw its Bid within 60 days after the date of the Bid opening. The City of Watertown reserves the right to waive any informalities or to reject any or all Bids. Bidders are required to certify, under penalty of perjury, that Bids have been prepared without collusion with other Bidders, subcontractors, suppliers, etc. This certification is included with the Bid Form and each Bidder must sign in the space provided.
