Demolition, site work and renovation of a civil project in Orlando, Florida. Completed plans call for the renovation of a water / sewer project; for site work for a water / sewer project; and water / sewer project.

This contract is for the rehabilitation of two (2) 110-ft diameter secondary clarifiers with new mechanisms as shown on the Drawings and specified herein. The work consist of furnishing all labor, equipment, and materials for the construction of the facilities consisting of, but not limited to, the following: removal and disposal of the existing clarifier mechanism including launders, weirs and baffles; installation of new internal concrete launders and coating; installation and start-up of the new mechanisms, walkways, control panels and lighting; replacement of four(4) scum pumps and piping; demolition of existing scum over flow and installation of new scum overflow piping; modification of secondary clarifiers flow splitter boxes; replacement of two (2) 16-inch RAS magnetic flowmeters; and demolition of existing chemical storage tanks. Due to the nature of this work the bidder must demonstrate experience in construction of a clarifier. At least one of the reference projects needs to demonstrate construction of two clarifiers a minimum of 75 feet in diameter in an active plant in the last 10 years. The bidder must hold a valid Florida State General Contractors License at time of bid. The CITY is under no obligation to respond to questions received less than ten (10) days prior to the date for the opening of Bids Refer to "Instruction to Bidders" for more information on the bidding process. Bids must be accompanied by a bid bond, certified check or cashier's check made out to the City of Orlando, or other security as provided by law, in an amount not less than 10% of the total base bid. Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489, Part I Florida Statutes to be considered responsible bidders and eligible to be awarded a contract. All questions about the meaning/intent of the Plans & Contract Documents must be submitted in writing before Monday, February 18, 2019 at 5:00 p.m. to Silvia Coste, Purchasing Agent II, at TeamC@cityoforlando.net, Procurement & Contract Division, 400 S. Orange Ave., 4th Floor, Orlando, Florida 32801. Questions will be answered in accordance with Article 5 of the "Instruction to Bidders," replies will be given at a later date. Upon award of contract, the Low Bidder shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasurys Listing of Approved Sureties, and must have at least an A- rating in accordance with the most current A.M. Best Company financial strength ratings. City of Orlando Minority & Women-Owned Business Enterprise Ordinance and Veteran Business Enterprise (VBE) program The CONTRACTOR shall be required to comply with the City of Orlando's Minority & Women-Owned Business Enterprise Ordinance (Chapter 57) and Veteran Business Enterprise (VBE) program (Chapter 7). The Supplementary Conditions establish requirements which must be achieved by the CONTRACTOR; certain required actions must be taken at least 10 days prior to bidding. The MBE/WBE Letters of Intent (see form in Supplementary Conditions) must be provided at the time of bid opening. If either or both the MBE/WBE goals are not met, MBE/WBE "good faith" documentation must also be provided at the time of bid opening. The VBE Participation form is provided in the Supplementary Conditions Living Wage. CONTRACTOR is required to pay its workers, as well as its subcontractors providing services pursuant to a contract with the CITY, a living wage for the time spent providing services to the CITY. (This provision does not include general administrative personnel unless they are assigned to a CITY project.) Living wage means compensation for employment of not less than $10.71 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve CITY expenditures that exceed $100,000.00 per year. Responsible Contractors Policy For contracts with an estimated value of at least $100,000, the CONTRACTOR will be required to comply with the City of Orlandos Responsible Contractors Policy, which requires that CONTRACTOR pay its workers and require its Subcontractors to pay their workers on this Project an hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act (hereinafter hourly wage). The Wage Determination for this Project can be found at www.wdol.gov/. The applicable county is Orange County, and the construction type is: Heavy (Including Sewer & Water Lines) (FL190128 1/04/2019 FL128). Additionally, CONTRACTOR shall provide its workers and require its Subcontractors to provide their workers with health benefits, such requirement being satisfied by providing to the workers on this project either 1) health benefits through a bona fide program or 2) by increasing their hourly wage by 20%. If satisfying the health benefits requirement by providing health benefits through a bona fide program, the Supplementary Conditions establish minimum health insurance benefits acceptable to the CITY. Anticipated Award Date 4/26/2019 Moreover, certification as to the existence of a CONTRACTORS bona fide health benefits program for its workers must be provided to the City with its bid at the time of the bid opening. The Owner reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Awards, if made, will be to the lowest responsive, responsible bidder whose bid is most advantageous to the Owner, price and other factors considered. It will be the responsibility of the Bidder to contact the Procurement and Contracts Division and/or the eSupplier portal prior to submitting a bid to ascertain if any addenda have been issued, to obtain all such addenda, and return executed addenda with the bid.
