The scope of work generally consists of furnishing and installing the following approximate quantities, which is within a single construction contract: Contract No. 1 - WTP Filter Improvements: Work generally includes removal of 24 inches of anthracite from four (4), 26 ft long and 13 ft wide, gravity dual-media filters at the MPS Water Treatment Plant (WTP), installation of new granular activated carbon (GAC) filter media, removal of five (5) damaged filter backwash troughs, installation of five (5) new backwash troughs, removal of four (4) 12 ft long, 8-inch diameter ductile iron air pipe, installation of four (4) 8-inch ductile iron air pipe, cleaning and painting of four (4) 18-inch diameter filter influent valves, cleaning and painting of four (4) 24-inch filter backwash waste valves, and repair approximately 15 square feet of damaged concrete wall in two filter basins. Alternate No. 1: Alternate No.1 shall install 24 inches of Calgon Carbon GAC F300 in lieu of Norit GAC 300. The Work on the MPS WTP Biological Filter Media Replacement Project shall be completed as follows: The Project shall be Substantially Complete no later than August 9, 2019, and ready for Final Payment no later than September 6, 2019. All prospective contractors must be able to submit a sworn statement to MPS demonstrating that it is a responsible contractor as defined by Minnesota Statutes 16C.285. The failure to provide such a statement will render any proposal non-responsive. Each bidder must furnish a bidder's bond, cash, or certified check from a reputable bank payable to Moorhead Public Service for at least ten (10) percent of the amount of the bid and the amount thereof shall be forfeited to MPS as liquidated damages if the bidder, upon the letting of the contract to bidder, shall fail to enter into the contract so let. No bidder shall withdraw their bid for at least thirty (30) days after the scheduled closing time for receipt of bids, except with the consent of the Moorhead Public Service Commission.
