Site work and paving for a mixed-use development in Webster, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Webster Office of Community Development, on behalf of the Town of Webster, invites sealed bids for furnishing the following items in accordance with plans and specifications prepared by ICON parks design: Phase 3A - Riverwalk Construction Tracy Court Area, the project consists of the Work under the Base Contract which consists of the reconstruction of approximately 214LF of Tracy Court. The Work includes new street pavement, construction of new sidewalks, drainage improvements, site lighting, bituminous pavement, plantings, new retaining wall, new handicapped accessible sidewalk and curb cuts, steel shade structure, interpretive signage, regulatory signage and other incidental work. Work will include coordination with National Grid and other overhead utility companies. Partial sets, separate drawings or individual sections of the documents will not be distributed. Checks shall be made payable to the "Town of Webster". The deposit shall be refunded provided the plans and specifications are returned in good and unmarked condition within ten (10) days after the bid opening. Persons desiring plans should contact the Authority in writing, in person or by calling the Office at 508-949-3800 ext. 4004 and indicate the number of sets to be picked up. Contract documents will not be issued via mail, courier, etc. Each Bid must be accompanied by a bid security consisting of a Bid Bond, Cashier's, Treasurer's or Certified Check issued by a responsible bank or trust company in the amount of 5% of the bid price. Bid bonds shall be issued by a company qualified to do business in the Commonwealth. The successful bidder must furnish a performance bond and a payment bond, each in an amount equal to one hundred percent (100%) of the Contract Price from a surety company qualified to do business in the Commonwealth of Massachusetts, for the faithful performance of the contract. Bidders shall certify that they do not, and will not maintain or provide for their employees any facility that is segregated on the basis of race, color, creed, or national origin. This project is funded in part through the Massachusetts CDBG Program from the Massachusetts Department of Housing and Community Development and is subject to the regulations of that office and Title I of the Housing and Community Development Act of 1974 as amended. Neither the United States nor the Commonwealth of Massachusetts, or any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting Contract. Bidders on this project will be required to comply with all provisions of Executive Order No. 11246 (requirements for Affirmative Action and Equal Employment Opportunity), the Davis-Bacon Act, Massachusetts Wage Rates, Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hours Standards Act, regulations promulgated under the Occupational Safety and Health Act of 1970, and other applicable laws. Attention of Bidders is directed to the requirements as to conditions of employment to be observed, minimum wage rates to be paid under the contract and affirmative action to ensure equal employment opportunity. Wages paid to employees must also comply with the minimum established by the Commissioner of Labor and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, c.149, Sections 26 through 27F inclusive. The Contractor must comply with requirements of the Commonwealth of Massachusetts Disadvantaged Business Enterprise Program and Affirmative Action requirements in connection with Equal Employment Opportunities. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The Town of Webster is an affirmative action/equal opportunity owner/purchaser. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 60 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town reserves the right to waive any informalities to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed as in its best interest. Project area: Along portion of Tracy Court from Davis Street to Riverfront.
