Renovation of a municipal facility in Bentleyville, Pennsylvania. Completed plans call for the renovation of a municipal facility.

The Owner may consider informal any bid not prepared and submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within 60 days after the actual date of the opening thereof. Preparation Bid: Each bid must be submitted on the prescribed form and accompanied by Certification by Bidder regarding Equal Employment Opportunity and Letter of Intent to Perform per the enclosed form. All blank spaces for bid prices must be filled in, in ink or typewritten, in both words and figures, and the foregoing Certifications must be fully completed and executed when submitted. Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, and the name of the project for which the bid is submitted. Faxed bids will not be accepted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed as specified in the bid form. Bidder may bid one or a combination of projects listed. Each Bid Proposal will be reviewed, analyzed and awarded on an individual basis. Each bid must be accompanied by cash, certified check of the bidder, or a bid bond as in the contract documents. The bid bond must be duly executed by the bidder as principal and having as surety thereon a surety company approved by the Owner, in the amount of 10% of each bid. Such cash, checks or bid bond will be returned to all except the three lowest bidders within three days after the opening of the bids, and the remaining cash, checks or bid bonds will be returned promptly after the Owner and the accepted bidder have executed the contract, or, if no award has been made within sixty (60) days after the date of the opening of bids, upon demand of the bidder at anytime thereafter, so long as he/she has not been notified of the acceptance of his/her bid. Subcontracts: The bidder is specifically advised that any person, for, or other party to whom it is proposed to award a subcontract under this contract:Must be acceptable to the Owner after verification by the HUD Area Office of the current eligibility status;Must submit Certification by Proposed Subcontractor regarding Equal Employment Opportunity. Approval of the proposed subcontract award cannot be given by the Owner unless and until the proposed subcontractor has submitted the Certifications and/or other evidence showing that it has fully complied with any reporting requirements to which it is or was subject. Although the bidder is not required to attach such Certifications by proposed subcontractor to his/her bid, the bidder is here advised of this requirement so that appropriate action can be taken to prevent subsequent delay in subcontract awards. Submitting Proposal: This document with completed Proposal, the Security, and Addenda (if any) shall be submitted in a SEALED envelope and addressed to the Owner. The Bidder's name shall appear in the upper left hand corner of the envelope; and the description title of the Project shall be entered in the lower left hand corner of the envelope "Sealed Bid For." Bids expire sixty (60) days after due date Latest edition of HUD General Conditions Document 5370 apply, except as modified by the Specifications. No allowances are included 100% Performance Bond and 100% Labor & Material Payment Bond are required paid by the Contractor. Time completion: sixty (60) consecutive calendar days The Owner reserves the right to limit and control the Contractor's access to the site(s). The Contractor shall be permitted to perform normal work on site during the hours of 7:30AM to 4:00PM Prevailing Time, Monday through Friday, excepting and reserving regular and special Authority holidays. The Owner reserves the right to limit such activities which may result in a hardship to the Housing Authority caused by excess noise, environmental factors, (odors, dust, etc.) blocking access to a housing unit, interruptions in normal utilities and site services, etc.
