The purpose of this solicitation is to establish a "pool" of qualified vendors for future as-required pricing competition for the specific painting task described in Attachment 4 of this RFP at the Lake County Emergency Communications and Operations Center (ECOC) located at 425 W. Alfred Street, Tavares, Florida. Vendors responding to this solicitation are to provide certain specified documents and forms intended to verify that the vendor meets or exceeds the minimum criteria set forth in this solicitation. All vendors which provide evidence of compliance with the criteria established in this solicitation shall be included in a pool contract award list that may be accessed by County departments in order to obtain pricing quotations in conjunction with the County's needs. The County reserves the right to add additional qualified vendors based on standards contained in this solicitation, to the resulting vendor pool after the initial award when such action serves the best interests of the County. Unless otherwise noted, the Contractor shall provide all required labor, material, equipment, plans, engineering, surveys, permitting and local and state inspections to provide 100% turnkey project. Change orders shall not be issued for incidental items or tasks that should have been reasonably construed to be part of the project by the Contractor. There is one sample project included with this solicitation. This project will be awarded to the vendor that meets all requirements and submits the lowest price for this specific project. Vendors are advised that this procurement action will be formalized by an agreement. At the date and time specified above, all proposals that have been received in a timely manner will be opened, recorded, and accepted for consideration. The names of the vendors submitting proposals will be read aloud and recorded. The proposals will be available for inspection during normal business hours in the Office of Procurement Services thirty (30) calendar days after the due date. When counter- signed by an authorized County representative, this document and any specifically identified attachments may form the contract document binding the parties to all performance specified in this solicitation. Vendors shall complete and return the entirety of this RFP, and attach all other information requested in this RFP (see Provision 1.13). Failure to sign the proposal response, or to submit the proposal response by the specified time and date, may be cause for rejection of the proposal. Questions concerning any portion of this solicitation should be directed in writing [fax and e-mail accepted] to the below named individual who will be the official point of contact for this solicitation. To ensure reply, questions should be submitted no later than five (5) working days before the proposal due date. No answers given in response to questions submitted will be binding upon this solicitation unless released in writing as an addendum to the solicitation by the Lake County Office of Procurement Services. The vendor is also required to examine the specifications carefully and be thoroughly aware regarding any and all conditions and requirements that may in any manner affect the work to be performed under the contract. No additional allowances will be made because of lack of knowledge of these conditions. The vendor's offer cannot be considered if a representative from the vendor's firm fails to attend this mandatory pre-proposal conference, or fails to arrive within ten (10) minutes of the scheduled time. For all subsequent services required, after notification by email, contractors shall visit the site of the proposed work within three (3) business days to verify the measurements and determine the extent of the services required, and shall provide the County with a quote before the noted due date and time. If the contractor fails to provide a quote within the specified time frame then their firm will not be considered for that particular project. The contract arising from this solicitation will commence on the first calendar day of the month succeeding approval of the contract by the Board of County Commissioners, or designee, unless otherwise stipulated in the Notice of Award Letter distributed by the County's Office of Procurement Services; and contingent upon the completion and submittal of all required pre-award documents. The initial contract term will be twelve (12) months, and then the contract will remain in effect until completion of the expressed and implied warranty period. The contract prices resultant from this solicitation will prevail for the full duration of the initial contract term unless otherwise indicated elsewhere in this document. Prior to, or upon completion, of the initial term of this contract, the County may renew this contract for four (4) additional one (1) year periods.
