Renovation of a mixed-use development in Elizabethton, Tennessee. Completed plans call for the renovation of a transportation facility.

***Contractors intending on submitting a bid must purchase contract documents from PDC Consultants, LLC*** The Elizabethton Municipal Airport Authority will accept sealed bids for a Terminal Renovation and Hangar Door Replacement Project at the Elizabethton Municipal Airport, Elizabethton, TN. Project Description: The project consists of two Schedules of work. The first schedule will consist of the demolition and reconstruction of the existing bathroom facilities located in the airport terminal building to make them ADA compliant, the demolition and reconstruction of a portion of the existing sidewalk to make it ADA compliant also. The second schedule will be the replacement of the fabric roll up doors on an existing hangar, replacing them with accordion type doors. The Elizabethton Municipal Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The project is funded partially with federal funds, therefore is subject to the following provisions: Buy American Preferences (Title 49 United States Code, CHAPTER 501), Foreign Trade Restriction: Denial of Public Works Contracts to Suppliers of Goods and Services of Countries that Deny Contracts to Suppliers of Goods and Services of Countries that Deny Procurement Market Access to U.S. Contractors (DOT Regulation 49 CFR PART 30), Davis Bacon Act (DOL Regulation 29 CFR Part 5), Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246 and DOL Regulation 41 CFR PART 60), Governmentwide Debarment and Suspension and Governmentwide Requirements for Drug-free Workplace (DOT Regulation 49 CFR PART 29). A Disadvantaged Business Enterprise (DBE) goal of 5.57% been established for a portion of this project. Each proposal must be accompanied by a Bidders Bond on the form contained in the Proposal Book from a surety company acceptable to The Elizabethton Municipal Airport Authority or a cashiers check or certified check made payable to The Elizabethton Municipal Airport Authority for not less than five percent (5%) of the total amount of the bid. A 100% Contract Bond will be required of the successful Contractor. Liquidated damages, for delay in contract completion shall be as stated in the Proposal. All Bidders shall be licensed Contractors as required by the Contractors Licensing Act of 1976 of the General Assembly of the State of Tennessee, and all amendments thereto in effect on the date of receipt of bids. All bidders must comply with Tennessee Code Annotated, Title 62, in particular Chapter 6 regarding preparation of bid envelope. The proposal, which shall be enclosed in a sealed envelope shall be clearly labeled on the outside of the envelope, at a minimum, with the name of the project, contractor's name and address and license number, classification, expiration date, and the date and time of the Bid Opening (so as to guard against premature opening of any bid). A form has been included for your convenience. Failure to show these items on the outside of the envelope will result in the bid being returned to the Bidder unopened. Withdrawal of Bid: Any Bidder, upon his and his authorized representatives written request, will be given permission to withdraw his proposal not later than the time set for opening thereto. At the time of opening of proposals, provided written request has been submitted prior to the time of the opening, when such proposal is reached it will be returned to the Bidder unopened. Unless contrary to the statues of the State of Tennessee including local charter provisions no Bidder may withdraw a bid submitted for a period of ninety (90) days after actual bid opening without Owners consent. The Elizabethton Municipal Airport Authority reserves the right to reject any/and or all proposals, to waive any formalities and informalities in the proposals received, and to accept any proposal which in its opinion may be in their best interest.
