Site work and paving for a mixed-use development in Oldsmar, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
LOCATION OF THE PROJECT A. The location of the project site is within the City of Oldsmar on the south side of Tampa Road and Curlew Road. Questions regarding this bid should be submitted in writing to Kathryn Dougherty, Procurement Specialist, at purchasing@myoldsmar.com. All questions must be submitted by 2:00 PM local time on Friday, March 15, 2019. Sealed bids shall be in an envelope bearing the Bid Submittal Label provided in the Bid document and submitted on proposal forms as provided in Section V (or exact copies thereof). The City requires that a MARKED ORIGINAL and TWO (2) paper copies and ONE (1) pdf format electronic copy of the bid proposal forms be submitted for review. The City of Oldsmar reserves the right to waive any informality or to accept or reject any or all bids in part or in total. All proposals must be accompanied by a Bid Guarantee in the form of certified check, bank draft or bid bond in the amount of five percent (5%) of the Total Base Bid (including contingency), made payable to the City of Oldsmar, which check, draft or bid bond shall guarantee that the proposal be accepted. The successful bidder will, within ten (10) days after the acceptance of proposal, enter into a contract with the City of Oldsmar for the services proposed to be performed. Persons with disabilities requiring reasonable accommodation to participate in this proceeding/event, should call (813) 749-1115 (voice), (813) 854-3121 (fax), not later than seven days prior to the proceeding. A. The work to be performed under this Contract shall consist of furnishing all tools, equipment, materials, supplies, and manufactured articles; for furnishing all transportation and services, including fuel, power, water, and essential communications; and for the performance of all labor, work, or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The work shall be complete, and all work, materials, and services not expressly shown or called for in the Contract Documents which may be necessary for the complete and proper construction of the work in good faith shall be performed, furnished, and installed by the Contractor as though originally so specified or shown, at no increase in cost to the Owner. B. Before construction, the Contractor shall verify existing utilities and service connections identified on the drawings. The utility verifications consist of excavation to verify tie-in points and to locate potential conflicts that may affect the Work as shown on the drawings. The Contractor shall be responsible for the coordination of this work with the associated utility owners and permitting agencies having jurisdiction over the specific locations to be verified. SCOPE A. The work of the Contract associated with the Harbor Palms Phase I Infrastructure Improvements consists of that work specified on the Drawings and Technical Specifications, which are part of this Contract. The major elements of this Contract include the construction of new water mains including service connections and other appurtenances, replacement and upgrades to sidewalks and roadways, and upgrades to the stormwater piping. Work includes directionally drilling and open cutting of high-density polyethylene (HDPE) open cutting of polyvinyl chloride (PVC) water mains, valves, and fittings; milling and resurfacing, and full depth reconstruction of existing asphalt roads; pouring of concrete curb, gutters, driveways, and sidewalks; installation of new stormwater pipes as directed on the Drawings, and grouting and filling of all abandoned piping. All of the work in this project may not be constructed. All restoration work included to pre-construction or better conditions. B. Phase I includes relocation of water services from the rear easement to the new water main at the front of the property on Mapleleaf Boulevard. This work shall be completed by a licensed Plumber. C. It is the intent of the Owner to obtain complete and working installations under this Contract and any items of labor, materials, or equipment which may reasonably be assumed as necessary to accomplish this work shall be supplied whether or not specifically shown on the Drawings or described herein. Maintenance of existing operations is mandated throughout the construction period.
