Awarded amount is $4,482,803.73** Manage and perform the rehabilitation, with cured in place liner (CIPP), large (18-inch to 30inch) diameter concrete sewer pipe, 50 plus year olds; installation of new pipe under railroad and highway by boring of casing and new 24-inch diameter sewer pipe; and manhole rehabilitation. Responsible for all aspects of the project including pre-cleaning, television inspection and evaluation, liner design and installation, manhole rehabilitation, point repairs, bypass pumping, and traffic control. 2 All bids, whether mailed or delivered, must be in the hands of the Owner not later than the above specified time for above project.3 Offers shall not be withdrawn within sixty (60) days after bid opening without consent of the Owner. No bid may in any way qualify, modify, substitute or change any part of the bid specifications. The City, through its duly authorized officials, reserves the right to reject any, part of, or all bids and to waive any informalities pertaining to any bid, without the imposition of any form of liability. 4 The City is seeking to work with a firm that has extensive experience in managing the rehabilitation, with cured in place liner (CIPP), of large (18-inch to 30-inch) diameter, primarily 50 plus year old concrete sewer. The firm will be responsible for all aspects of the project including pre-cleaning, television inspection and evaluation, liner design and installation, manhole rehabilitation, point repairs, bypass pumping, and traffic control. The Owner reserves the right to award this bid to the offeror that submits the proposal that offers the best value to the City taking into consideration the evaluation criteria contained in the Instructions to Bidders and its ranking evaluation. The companies whose bids are not accepted will be notified after a binding agreement between the successful Candidate and the Owner is executed, or upon the Owner's rejection of all bids. A decision concerning award of Contract will be made as soon as practicable. 5 It is understood and agreed that the work for this project is to substantially complete within 390 calendar days and complete in full within 420 calendar days after notification to proceed. The proposer will begin construction within fifteen days after Notice to Proceed. 6 Bid security of either a certified check payable to the Owner, or an acceptable Proposer's/Bidder's Bond, in an amount not less than 5% of the greatest amount of the offer submitted must accompany each bid. 7 As a condition for award of contract, a Performance Bond, and a Payment Bond, each in an amount not less than 100% of the contract sum, conditioned upon the faithful performance of the Contract, will be required of the Contractor. 8 Not less than the prevailing rates of wages shall be paid on the project in conformity with the laws of the State of Texas. 10 ll questions pertaining to this project will be answered in addendum form. Bidders will be responsible for all addenda issued whether received or not. FIinal questions must be submitted 120 hours before the due date and time which will allow for final addenda to be issued.
