For the Main Branch debris basin, the Project generally consists of providing water pollution control; clear water diversion; clearing and grubbing, deconstruction of an existing grouted rock dam; removal of approximately 142' of RCP and cube inlet structure; deconstruction of a grouted rock grade control structure; removal of a concrete and grouted rock access road; construction of a RSP low-flow crossing; grading of approximately 880' of streambed channel and overbank, and protection of existing facilities and utilities. For the East Branch debris basin, the Project generally consists of providing water pollution control; clear water diversion; clearing and grubbing, deconstruction of an existing grouted rock berm; removal of soil fill; grading of approximately 590' of streambed channel and protection of existing facilities and utilities. The work occurs in the unincorporated area of Santa Barbara County near Goleta, California, within Flood Control District permanent easements and temporary construction easements on private property. Complete the work within 45 working days. In addition, the Prime Contractor shall be responsible for compliance with the requirements of Section 1777.5 of the California Labor Code relating to use of apprentice labor on public works contracts. The OWNER policy is to encourage the employment and training of apprentices on its construction contracts as may be permitted under local apprenticeship standards. Pursuant to Section 22300 of the Public Contract Code, and the project specifications, the Contractor may substitute securities for monies withheld to ensure contract performance. The Contractor shall be subject to the provisions of Article XIII, Chapter 2, of the Santa Barbara County Code, prohibiting unlawful discrimination of employment practices. The Bidder shall possess a Class A General Engineering Contractor license or a combination of Class C licenses which constitute the majority of the work in accordance with the provisions of Chapter 9, Division III of the Business and Professions Code at the time that the Bid is submitted. Failure to possess the required license(s) shall render the Bid as non-responsive and shall act as a bar to award the Contract to any bidder not possessing said license.
