The project consists of but is not limited to: As part of the 2019-2023 State Parks and Institutional Roads Program, the State Board of Regents, the University of Northern Iowa will include reconstruction of Panther Parkway (W. 31st Street to W. 27th Street) Phase 1 and reconstruction of West 27th Street (East of Minnesota Street). Scope of work will include existing pavement removals, earth work, subsurface drainage, storm sewer and intake construction, new PC Concrete pavement and sidewalks and turf restoration. Bids will be received for a unit price contract. Iowa Construction Sales Tax Exemption Certificates will be provided on this project. Bid security shall be agreed upon as the measure of liquidated damages which Owner will sustain by failure, neglect or refusal of bidder to deliver a signed contract stipulating performance of the work in unqualified compliance with Contract Documents or furnish the required 100% Contract Performance and Payment Bond within ten (10) days after receipt of Notice of Award. No bid may be withdrawn for a period of forty-five (45) calendar days after the date of opening. The Board of Regents, State of Iowa seeks to provide opportunities for Targeted Small Businesses in accordance with the provisions of Chapter 73 of the Code of Iowa. This project has a participation goal for certified Targeted Small Businesses. The participation goal of 10% is specified in the Special Conditions. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa. The Board of Regents, State of Iowa reserves the right to reject any and all bids, to waive irregularities and to accept that bid which is deemed in the best interest of the Owner.
