HDPE Directional Drill Water Service Checks shall be made payable to the Redevelopment Authority of Somerset County. Addenda, if any, will be issued only to those persons whose name and address are on record with the Owner as having obtained the Contract Documents. Pennsylvania state prevailing wage rates may be applicable if the total cost of the contract exceeds $25,000. These are included with the bid documents. A certified check or bank draft payable to the order of the Redevelopment Authority of Somerset County, negotiable U.S. Government Bond (at par value) or a satisfactory Bid Bond, executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total of the Bid shall also be submitted with each bid. The successful bidder must furnish 100% Performance, Labor and Materialmen's Bond before awarding the Contract. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin or handicap and to the greatest extent feasible, opportunities for employment be given to the lower income residents of the project area. The Contractor shall also utilize project area businesses located in or owned in substantial part by project area residents. Attention is also directed to the Executive Order 11625 and 12138, the Contractor, in performance of this contract shall, to the greatest extent feasible, utilize minority and or women-owned business concerns which are located within the municipality, county or the general trade area. Bids may be held by the Owner for a period not to exceed 30 days from the date of opening of bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding of the Contract.
