Site work, paving and new construction of a mixed-use development in Fort Irwin, California. Conceptual plans call for the construction of a military facility; for site work for a road / highway; and for paving for a road / highway.
**As of October 28, 2021 this project has been canceled for good. Construct a modified standard design Multi-purpose Range Complex (MPRC). Primary facilities include a 3-lane (6 course roads) with midpoint crossover capability MPRC, bore sighting area for all machine gun and main gun with access to and from the main firing line, bore site panels, range operations control area, control tower, After Action Review (AAR) building, operations/storage building (small), bleacher enclosure, latrine pad/ enclosure, ammunition loading dock, unit staging area, and bivouac area. Targetry layout for the MPRC will ensure capability to meet Multipurpose Machine Gun (MPMG) Heavy qualification requirements. Supporting facilities include electric service, site improvements, and information systems. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Air Conditioning (Estimated 9 Tons). Estimated Magnitude of Construction is $25,000,000 - $100,000,000.00. Reference DFARS 236.204(ii). Period of Performance is 730 calendar days from contractor acknowledgement of Notice to Proceed. The acquisition will be conducted under a competitively negotiated source selection process. The acquisition strategy is Best Value "Tradeoff." This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. Both a technical proposal and a price proposal will be required. Non-cost factors (evaluation factors) may consist of the following: Construction Experience; Past Performance on projects similar in nature; Key Personnel; Project Management Plan; Small Business Participation Plan. The aforementioned evaluation factors may not be all inclusive. Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments for this Request for Proposals will be posted on FBO Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,500,000.00. If the offeror is a large business, the firm will be required to submit a sub-contracting plan as part of its proposal package. It is the responsibility of the contractor to check FBO frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for an offeror's inability to access the documents posted at the referenced website.
