The work includes, but is not limited to, CIPP lining ofsewers and manhole rehabilitation, including replacement offrame and cover, raising to grade, and rebuilding or sealing chimney. Bids must be enclosed in an opaque, sealed envelope and plainly marked with the Project Title and shall contain the name and address ofthe bidder on the envelope. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount offive percent ofthe Bid. Bidders may not withdraw their Bids for a period of 120 days, excluding Saturdays, Sundays and legal holidays, after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. The Contract Time shall commence 20 days following the Effective Date of the Agreement and the Contractor shall fully complete the Work within 180 Calendar Days and in accordance with the terms as stated in the Agreement. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by the State of Connecticut, Department of Environmental Protection. Neither the State of Connecticut nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract.
