UPDATE : Converts Diaz Road into a Major Arterial (4 Lanes Divided) classification, between Cherry Street and Rancho California Road. Improvements will be added to Diaz Road on its current alignment as shown in the Roadway Plan of the General Plan's Circulation Element. This project includes the design, environmental clearance, right of way acquisition, and construction necessary to complete the 2.2 mile segment, which will be developed and constructed in phases: Phase 1: Diaz Road from Winchester Rd to Rancho California Rd and Phase 2: Diaz Road from Cherry Street to Winchester Rd has an unspecified funding source. Project is in City of Temecula capital budget fy 2026-2030 CIP 68 The scope of services shall be inclusive of all activities necessary to initiate and complete the Design, Environmental, and Right of Way phases of project development.Design services may include, but not be limited to, professional engineering such as civil, structural, electrical, hydraulic, traffic, geotechnical, landscape, surveys, mapping, and utilities, for the design and preparation of construction plans, specifications, and estimate (PS&E) for pavement design, roadway layout, construction details, water pollution control, grading, drainage, utilities, construction area signs, stage construction, traffic handling, pavement delineation, roadway signage, landscape and irrigation, structures, and electrical. PS&E services shall include preparation and finalization of construction plans, specifications, and estimate, including all supporting studies and reports, as necessary to bid and construct the project.Environmental services may include, but not be limited to, preparation of studies covering the environmental regulatory setting and potential project impacts on the natural environment, cultural preserves, sociology, hazardous materials, water quality, and other resources. Environmental services shall include preparation and finalization of the appropriate environmental document, including all supporting studies and reports. The City will serve as the Lead Agency.Right of Way services may include, but not be limited to, researching and mapping existing rights of way, easements, and adjacent properties which may be impacted by the project. Identifying project needs and preparing documents to secure and/or clear all rights needed to construct the project. Documents must be uploaded in PDF format.
