Site work and paving for a road / highway in Newberg, Oregon. Completed plans call for site work for a road / highway; and for paving for a road / highway.

No pre-bid meeting is scheduled for this project. The project consists of furnishing all materials, labor, equipment and supervision for the construction and completion of: (1) Pavement Rehabilitation and ADA Improvements. a. Pavement rehabilitation on S. Church Street approximately 630 feet of asphalt concrete pavement grind and inlay and associated improvements. b. Pavement rehabilitation and ADA improvements on E 2nd Street from its terminus to S Everest Road, approximately 1,400 feet of grind and inlay of existing asphalt concrete pavement and associated improvements. c. Pavement rehabilitation and ADA improvements on E Third Street from S Church Street to S Everest Road, approximately 930 feet of grind and inlay of existing asphalt concrete pavement and associated improvements. d. Pavement rehabilitation and ADA improvements on E. Foothills Drive from N. College Street to Aldersgate Drive, approximately 1,950 feet of grind and inlay of existing asphalt concrete pavement and associated improvements. e. Pavement rehabilitation and ADA improvements on Melody Lane from Prospect Drive to N. College Street, approximately 500 feet of grind and inlay of existing asphalt concrete pavement and associated improvements. f. Pavement rehabilitation and ADA improvements on N. Meridian Street from Pinehurst Drive to Crestview Drive, approximately 950 feet of grind and inlay of existing asphalt concrete pavement and associated improvements. g. Pavement preservation and ADA improvements on E. 5th Street from Dayton Avenue to S. Blaine Street, approximately 850 feet of grind and inlay of existing asphalt concrete pavement and associated improvements. h. Pavement preservation and ADA improvements on E. 5th Street from S. Meridian Street to S. River Street, approximately 675 feet of grind and inlay of existing asphalt concrete pavement and associated improvements. Each part of the above work has its own mobilization, and traffic control bid items. The project consists of the Base Bid which includes all work under Part 1a thru 1f and Bid Option A which includes all work under Part 1g and 1h. The City reserves the right for budgetary reason to increase or decrease the bid quantities as set forth in the Bid Schedule of Prices. The bidder that submits a responsive bid with the lowest total bid amount will be considered for bid award. The lowest total bid will be selected by adding all Base Bid and Bid Option A items together. The City may elect to authorize work under Bid Option A, or a portion thereof, based on the bid received from the successful bidder. A bidder must submit for all Base Bid and Bid Option A work to be considered responsive. The Engineer's Estimate for this project including all Base Bid and Bid Option A work is in the range of $1,150,000.00 to $1,350,000.00. All bidders must provide documentation of their qualified and proven construction experience in the following work classifications: Asphalt Paving, Aggregate Base, Temporary Traffic Control, Concrete Flatwork, and Permanent striping. Each bidder is required to submit a completed Contractor's Prequalification Application Form that can be found at online no later than Thursday June 6, 2019 for approval prior to bid opening. The City will reject bids from bidders who are not prequalified with the City. This is a public works project. All bidders must register with the Construction Contractors Board as required by ORS 701.035 to 701.055 and be compliant with all tax laws. By signing the bid, the bidder agrees to comply with ORS 279C.800-870 that requires workers on this project to be paid not less than the current BOLI prevailing wage rates for Region 3 The successful bidder shall carry Workers' Compensation and Unemployment Insurance in accordance with ORS 656.001 through 656.794. Each bid must be submitted on the prescribed form completely filled out and signed, in a sealed envelope, clearly marked that it is a bid, and have the bidder's name and the project name on the outside of the envelope. A certified check or bid bond (payable to City of Newberg, Oregon, in an amount of not less than ten percent of the total bid submitted) and a fully executed Non-Collusion Affidavit must accompany each bid. A completed First-Tier Disclosure Form must also be submitted to the City within two hours after bid opening. Failure to provide these documents shall result in disqualification of the bid. The City of Newberg reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids on a finding of the City that it is in the public interest to do so; and to accept the bid that is in the best interest of the City. No bidders shall withdraw their bids for a period of sixty (60) calendar days after the date set for opening.
