Renovation of a municipal facility in Kingston, Ontario. Completed plans call for the renovation of a municipal facility.

This Request for Proposals (the "RFP") is an invitation by the Corporation of the City of Kingston (the "City") to prospective proponents to submit proposals for the Retrofit Design, Supply and Installation of equipment to convert the City's four-stream Material Recovery Facility ("MRF) to a two-stream (referred to as dual stream) processing system for July 1, 2021, as further described in Section A of the RFP Particulars (Appendix D) (the "Deliverables"). The purpose of this RFP is to identify the most qualified team to complete a final design, supply and install the necessary equipment to convert the City's existing four-stream recycling processing system to a dual-stream processing system that will allow the City's contractor to process glass with the other co-mingled recyclables collected in the blue box, and allow the City's contractor to process cardboard with the other co-mingled recyclables in the grey box. This will also allow the City to collect both blue and grey boxes from residential properties on a weekly basis and allow the City to abandon the existing alternating collection of blue and grey boxes. The main objective of this project is to install equipment on existing sortation lines to source separate glass from the other blue box recyclables and source separate cardboard from the other grey box recyclables. The City source separates and markets twelve commodities from the MRF. Design, supply and install plans must not affect the City's ability to source separate the other commodities, and must not affect the existing designated co-mingled basket of goods collected in the blue and grey boxes. For example, plastic film is collected in the grey box and is processed off the co-mingled grey box sortation line. The City does not intend to make any changes to designated recyclables collected in the blue and grey boxes. Based on the proposals submitted, this project may also include the potential replacement of none, some, or all of the following existing MRF equipment; - Fibre Incline Conveyor; - Centre Transfer Conveyor; - Baler Incline Conveyor; - Conveyor Motors; - Overhead Doors; or - Other System Modifications and Enhancements to modernize processing.
