Demolition, site work, renovation and addition to a water / sewer project in Marshall, Minnesota. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
The filtration facility is located at the southeast comer of the intersection of Travis Road and Minnesota Highway 23 in Marshall, Minnesota. Said proposals shall be for the furnishing of all labor and materials for the construction, complete and in place in accordance with the plans and specifications for the Marshall Municipal Utilities, Water Treatment Plant Softening Enhancement Project. The Work shall be completed under one Contract and consists of all labor, skill and materials required to properly construct the Project. The Project generally consists of the following primary components: Contract No. 1 - Marshall MU WTP Softening Enhancement Project Construction consisting of a building expansion to the existing Water Treatment Plant (WTP) to house the equipment for new lime and soda ash batch slaking systems, which consist of one (1) complete lime slaking system, one (1) complete soda ash prep system, and one (1) complete combination lime slaking and soda ash prep system. Exterior improvements including (1) new bulk lime storage silo, one (1) new bulk soda ash storage silo, and rehabilitation and retrofit of two (2) existing lime silos at ground level. One (1) new lime day bin and one (1) new soda ash day bin to be installed at the roof level of the building expansion. Additional enhancements include all associated transfer equipment, piping, controls, instrumentation and accessories and all associated lime slurry and soda ash delivery systems and feeders. The softening enhancements will require a new carbon dioxide (CO2) feed system for each of the two (2) recarbonation basins, pH monitoring equipment, and a new 52,000 lb. CO2 storage vessel. To handle the additional lime solids of the enhanced system, a circular gravity thickener will be installed upstream of the existing solids handling system. Additional process improvements include general process piping, valves, fittings, and appurtenances; addition of an in-house potable water supply line with two (2) horizontal end suction centrifugal booster pumps to feed the slaking systems and CO2 feed systems; and two (2) ion-exchange systems to soften soda ash feed water prior to solution prep. Electrical systems generally consist of providing electrical circuits and controls within the WTP including lighting, power, instrumentation and controls, and associated conduit and wiring. Sitework generally includes grading, bituminous and concrete paving, seeding, water main, sanitary sewer, storm sewer, and piping appurtenances; and repair to staging areas. The Contractor shall have the following minimum qualifications: The successful completion of not less than two (2) municipal water treatment system infrastructure projects, each with a rated capacity of not less than two (2) million gallons per day, within five (5) years prior to the date of bid opening. The water treatment system infrastructure experience must include construction of water retaining concrete basins (constructed both above and below grade) and the installation of process equipment, pumps, process piping, valves, meters, chemical feed systems, and ancillary appurtenances. The Contractor must demonstrate having self-performed not less than 25 percent of the labor on the qualifying projects. Wastewater system infrastructure experience shall be considered acceptable only if it meets the above referenced established criteria. Responsible Contractor Certification Form and Bidder Qualifications Form are required to be submitted with Bid. All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Section 00 43 29 of the project documents. Each Bid shall be accompanied by a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of MN, payable to the Marshall Municipal Utilities, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principal's Bond and a contractor's Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. This Project is funded in part by the Point Source Implementation Grant Program (PSIG) and administered by the Public Facilities Authority (PFA). As such, State of Minnesota prevailing wages (Minnesota Statue, sections 177.41-177.43) apply to this project. Payment of the wages, fringe benefits, and overtime rates are required. Bidders on this Work will be required to comply with the Minnesota Statute, Section 16B.31 Subd 2, Section 471.345, Section 574.26-574.32, Chapter 16C.285, Section 181.59, Section 363A.08, Chapter 363, Section 16A.633 Subd 4, Section 176.181-176.182, Section 177.41- 177.43, Section 16B.31 Subd 2, Statute 290.9705, and the Laws of Minnesota 2010 Chapter 361, Article 3, Section 5(b). The requirements for Bidders and Contractors under these orders are explained in the specifications. All Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed fifty (50) days after the date of Bid opening. The Work shall be substantially completed by January 30, 2021 and shall be completed and ready for final payment on or before February 28, 2021. Each set of Bidding Documents will include the Project Manuals and one (1) complete set of 11x17 inch Drawings. All costs associated with preparation of Bids shall be borne by the Bidder. All costs for either digital or paper copies are NON-REFUNDABLE.
