Site work and paving for a road / highway in Albion, Michigan. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The work for which bids are being requested is located on Irwin Avenue. The work for which bids are being requested consists of: pavement removal, water main and appurtenances, machine grading, subbase, aggregate base, concrete curb and gutter, storm sewer, ADA sidewalk ramps, HMA paving, pavement markings, permanent signs and slope restoration. The City of Albion reserves the right to reject any or all bids and to waive any irregularities in bidding. A certified check or bank draft drawn on a solvent bank in the State of Michigan payable without condition to the City of Albion or a satisfactory bid bond executed by the bidder and a surety company, in an amount equal to 5 percent of the bid shall be submitted with each bid. No bids may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days to allow the review of proposals and to allow completion of necessary financial arrangements. The successful bidder will be required to furnish a satisfactory Performance Bond and Payment Bond in the amount of 100 percent of the Contract price. Bond forms are included in the Contract Documents. This project is being funded in part through a grant from the Michigan Economic Development Corporation, Community Development Infrastructure Capacity Enhancement Grant Program. The CONTRACTOR shall comply with all requirements of this granting agency. The bidder's attention is called to the "Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity" (Executive Order #11246), contained in the bid documents, which sets forth, in part, goals and timetables for the employment of women and minorities in the project area. CONTRACTORs must apply every "good faith effort" to see that minorities and women comprise a portion of each construction trade on this project and to the maximum extent feasible, lower income persons are given employment opportunities and businesses located in the community are given contract opportunities. CONTRACTORs and subcontractors are required to pay not less than the prevailing rates established by the U.S. Department of Labor, which are included in the project specifications. Information explaining other prevailing wage laws which apply to this work are also contained in the project specifications. The CONTRACTOR must comply with the Davis Bacon Act, July 2, 1965 (Title 40S 276A), the Equal Employment Opportunity Act, September 28, 1965, No. 11246, all United States Department of Labor regulations and Standards Title 29, 1, 2, 5 and Title 18 U.S.C. Section 874 known as "Anti-Kickback Act", and the Federal Occupational Safety and Health Act of 1970.
