As of September 30, 2022, information regarding award and award date has not been disclosed. A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: Market Research and Sources Sought Notice for information on capability and availability of contractors to perform new construction for USACE customers at Tyndall AFB, FL. The purpose of this Market Research and Sources Sought Notice is to acquire information on the number and capability of firms, to include qualified Small Business firms, interested in performing construction services at Tyndall AFB, FL. This is a Sources Sought Notice, NOT a solicitation announcement. Accordingly, no contract award will result from this Sources Sought Notice, as it does not constitute a commitment by the Government. Because of the enormity of the requirement, the constrained footprint and aggressive schedule, USACE highly encourages all interested parties to respond to this notice, as responses will be considered by the Government in making acquisition decisions appropriate to the circumstances. On 10 October 2018, Tyndall AFB and the Florida Panhandle were devastated by Hurricane Michael. On Tyndall, 100% of the facilities received some level of damage, and just about half of them will ultimately need to be demolished and rebuilt. With the dual goal of expeditiously facilitating recovery of this strategically important base and using the opportunity to build the "Installation of the Future", the Air Force's plan is to aggregate 200+ facilities into approximately 45 projects at a cost of approximately $2.7B, and to accomplish near simultaneous completion of this work by September 2023. To achieve these goals, the Air Force's concept is to divide the base into 12 Facilities Construction Zones. (See attached - Tyndall Reconstruction Zone Concept). Each Zone contains various numbers of related facilities that will be aggregated into a single Design-Build Construction contract to be performed by one General Construction prime contractor. Though all qualified General Contractors are invited to participate in this effort, based on current dollar values, it is anticipated that 10 of the zones will be awarded to Large Businesses and 2 will be set-aside for Small Businesses. However, this concept is subject to adjustment based on the responses to this Sources Sought Notice and other factors. The projects in the attached spreadsheets require conventional design and construction methods and include administration buildings, hangars, lodging, multi-purpose facilities, squadron operations, maintenance and logistics facilities, recreational facilities, etc. Some of the key project features will be fire detection/suppression to include that for hangars, EMCS, coordination of utilities across multiple sites, SCIF/SAPF, and complex IT infrastructure. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. Facilities will also comply with DoD Antiterrorism Force Protection requirements per UFC 4-010-01. This notice solicits interest from firms with a North American Industry Classification System (NAICS) Code of 236220, and as applicable, with a Small Business Size Standard of $36.5 million. Responses should include the following information: 1. Coversheet (1 page). a. Contractor's name, address, points of contact with telephone numbers and e-mail addresses. b. Business size/classification, to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), and Women-Owned, shall be indicated on first page of submission. c. Total available bonding capability expressed in dollars. 2. Environment (2 pages). It is well understood by the Government that a competent, aggressive and flexible construction community is key to successful accomplishment of this massive undertaking. The circumstances implicate significant challenges, particularly considering its tight timeline, and the fact that the airbase will remain operational for flying missions throughout construction. To assist the Government with understanding the magnitude of these issues, we request respondents address in short narratives, the following issues and possible solutions: a. Internal Management capabilities b. Ability to coordinate activities with multiple General Contractors; c. Subcontractors and Labor availability; d. Access to Materials, Supplies, Equipment; and e. Lodging and Sustainment of the labor force. 3. Experience. The Government requests Past Performance Information that documents the respondents: a. Experience constructing "campus-like" projects similar to any of the zones described in the attached spreadsheet. The projects should be of similar scope (re: type, size, complexity and dollar value of the zone) and have been completed within the last eight years, or be more than 50% complete as of the date of this notice. (Provide the month and year the project began and ended.) If the project was performed for the Federal Government, information should be provided in the form of a Contract Performance Assessment Reporting System (CPARS) appraisal and rating, or a Past Performance Questionnaire (PPQ). If not, within 3 pages (8 1/2 " x 11") at 12-point font, provide the following information for each project: Project title, location, general description of the construction to demonstrate similarity to any zone(s) in the attached spreadsheets, the General Contractor's role (i.e., prime contractor, Joint Venture partner, subcontractor, etc.), dollar value of contract, project duration, and name of the entity, government or private sector, for which the work was performed with contact information (re: entity name, phone number and e-mail address). If the campus-like project was performed under multiple contracts, provide the aforementioned information for each contract. Respondents should provide no more than 3 examples of such experience; or b. Experience constructing, near simultaneously, multiple projects similar to any of the individual facilities described in the zones in the attached spreadsheet. For each project, provide information of the type and in the format described in paragraph 4.a. Respondents should provide no more than 3 examples of such experience; or c. Experience constructing individual projects/facilities between $2M and $250M similar to any of those listed in the attached spreadsheet. For each project, provide information of the type and in the format described in paragraph 4.a. Respondents should provide a total of no more than 5 examples of such projects/facilities. Electronic submittals will be retained for future reference; however, they are to be considered source sensitive and not subject to public disclosure. Place of Performance: Tyndall Air Force Base, FL United States As of December 3, 2021, this project is currently under evaluation stage. A notice of intent to award a design firm has not been scheduled.
