Renovation of a mixed-use development in Newburyport, Massachusetts. Completed plans call for the renovation of a municipal facility; fire / police facility; and library.

The Project consists of: Metal surface roof restoration at the Newburyport Department of Public Services Building; Asphalt shingle roof replacement at the Newburyport Fire Department; and replacement of membrane roofing at the Newburyport Public Library with new modified bitumen asphalt roofing system and selective slate roof repairs. The full amount of the deposit will be refunded to all responsive Bidders who return the documents in good condition within ten (10) days post-bid. Bids are subject to M.G.L. c.149 44A-J and to minimum wage rates (Prevailing Wages) as required by M.G.L. c.149 26 to 27H inclusive. All questions by prospective Bidders as to the interpretation of the bid specifications must be received in writing via email to Architect, Raymond T. Guertin at Ray@RTGArchitect.com by 2pm Wednesday, July 10, 2019. General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the category of Roofing. General Bidders must include a current DCAMM Prime Contractor Certificate of Eligibility and a signed DCAMM Prime Contractor Update Statement. Hard copy bids will not be accepted by the Awarding Authority. For assistance, contact Projectdog, Inc. at (978) 499-9014, Monday - Friday 9AM - 4PM General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the City of Newburyport. The City of Newburyport DPS through the City's Auditor's Office reserves the right to accept or reject any or all bids, to waive any informality contained therein, and to award the contract as determined to be in the best interest of the City. The City of Newburyport fully complies with federal, state, and local laws and directives governing equal opportunity, affirmative action and non-discrimination in all City activities and actively solicits bids/proposals from MBE/WBE businesses in accordance with City of Newburyport policy. 1. Newburyport Department of Public Services Building - Metal surface roof restoration including replacement of gutters and downspouts as shown on the drawings. 2. Newburyport Fire Department - Replacement of all asphalt shingle roofing and related items as indicated on the drawings, including but not limited to the following: a. Remove and dispose of all existing shingle roofing, felt, flashing, metal work, etc. down to the existing wood substrate. b. Furnish and install new ice & water sheet, aluminum drip edges, roofing felt, asphalt shingles, vent collars, and related work as shown on the drawings. c. Removal and disposal of six (6) existing skylights and framing in openings to roof over. d. Re-fasten/re-nailing existing PVC trim at all eaves and rakes. e. Disposal of all items above at a legal off-site dump in accordance with all laws, ordinances, rules and regulations pertaining to the disposal of materials from the job site. f. Replacement of existing deteriorated plywood roof sheathing as directed by the architect, assume 320 square feet of replacement for bidding purposes. 3. Newburyport Public Library - Replacement of membrane roofing with new modified bitumen asphalt roofing system and selective slate roof repairs, including but not limited to the following: a. Removal and legal disposal of existing roof membranes, insulation, cants, metal flashings, and all related debris required for the proper installation of new thermal insulation and cold applied 2-ply modified bitumen asphalt roofing system. Existing roof systems to be removed to the existing wood deck. Existing construction is as follows: o 60 mil EPDM roof membrane on tapered polyisocyanurate roof insulation, vapor barrier, plywood sheathing, and metal deck. b. Supply and installation of new polyisocyanurate insulation and high-performance gypsumfiber roof boards and related items over properly prepared deck substrate as indicated on the drawings. Polyisocyanurate to be two layers, 2.5" thick, both layers mechanically fastened to the wood deck. Tapered polyisocyanurate insulation thickness 1/2 " - 5" (approx.) fully adhered. Gypsum-fiber roof boards to be 1/2 " thick and adhered over polyisocyanurate. c. Supply and installation of all new flashing including edge strips, fascia, edge metal, scuppers, trim, and masonry/flashing wall repairs. d. Slate Roof Repairs including selective removal of 120 existing loose or broken slates in their entirety and installation of new slates to match the existing slates as close as possible in size, color and texture, where indicated on the drawings.
