The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov . Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a Watch list where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about July 16th, 2019. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. The NAICS Code for this requirement is 236220 with a size standard of $36.5 million. Title of Project: Visitor Center and Library Remodel Description: Wilson's Creek National Battlefield is planning to remodel their existing Visitor Center and Library buildings to provide more curatorial storage space and to expand the exhibit area. The work includes relocating the existing restrooms in the Visitor Center, remodeling the curatorial space to increase the area to house artifacts, remodeling of the exhibit area in the Visitor Center to create additional exhibit space and the display of artifacts that are currently in storage, upgrade of fire alarm and protection systems, and upgrade of HVAC system to control building temperature and humidity. A new curatorial space of adequate size is needed to house all of the artifacts at WICR. The new curatorial space, of approximately 1300 sq. ft., will be created by the removal of several offices, and a conference room. The curatorial storage is located on the library side of the building. Dividing walls, windows and skylights will be removed to create one large space that is secure and climate controlled. The area will be constructed with security walls, adequate electrical outlets and lighting, security and fire alarms and fire protection. The area will also include workspace areas and high-density storage shelves. The restrooms in the Visitor Center will be relocated from the rear of the building to the front of the building. After entering the building visitors must now travel past the front desk, through a congested sales area, to the rear of the facility where the existing non-ABA restrooms are located. The relocation of restrooms will allow visitors to enter the building and turn left to visit the restrooms. The new restrooms will be ABA compliant. The old location of the restrooms will also provide valuable space for additional exhibits adjacent to existing exhibit space. To relocate the restrooms several offices will have to be removed and a water and sewer line will need to be installed. The exhibit area in the Visitor Center will be remodeled to create additional exhibit space, exhibit design and display museum artifacts that are currently in storage. Once the restrooms are relocated the area around the old restrooms will be demolished and turned into additional exhibit space. This work will also include the construction of the reception desk, sales area, appropriate lighting and new exhibit cases. The ceiling throughout the Visitor Center and Library are constructed of wooden slats with gaps in between them. The current smoke detectors are on the bottom side of the ceiling. The fire alarm and detection system will be modified to meet current code requirements. The entire HVAC system for both buildings, Visitor Center and Library, will be replaced with a new system to maintain the proper humidity level for the protection of the rare, historical and irreplaceable items found throughout the buildings. Desired conditions for museum storage and exhibit space are: 54 F to 68 F with 30 to 55% RH. Typically the settings would be a temperature of 65 F with 45% RH allowing for fluctuations in the 54 to 68 F and 30 to 55% RH range. The new design calls for the replacement of all HVAC equipment, i.e. furnaces, evaporators, condensers. Criteria that will be requested to be addressed in the Solicitation : 1) Experience performing the following work: a. Rehabilitation work on a museums or exhibit areas. b. Experience as a prime contractor on projects of a similar scale and complexity. c. Experience working on projects with cultural resource, political and visitor/public management considerations. d. Project management experience including client reporting, sharepoint systems, CPM scheduling, etc. e. Experience with large HVAC system used in the preservation of artifacts. 2) Relevance of Project Experience to this project: a. Specialized HVAC system to help control humidity. c. Work on projects involving construction of exhibit cases and lighting. d. Cultural resource-sensitive projects e. Projects with high-visibility, and political and public interest Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. Estimated Price Range: $1M - $5M Estimated Period of Performance: October 2019 - June 2020 Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents A pre-proposal meeting may be posted and date/location will be noted in the solicitation.
